How to write a thesis statement about illegal immigration - Quora
resume vaz russia 9 Jun 2015 : Column 1023. The House met at half-past Eleven o’clock. 1. Thesis On Illegal Immigration? Alec Shelbrooke (Elmet and Rothwell) (Con): What his policy is on Reflection continuation of EU sanctions on Russia until that country complies in full with its obligations under the Minsk agreements. Thesis? 7. Mr Stewart Jackson (Peterborough) (Con): What his policy is on continuation of EU sanctions on Russia until that country complies in full with its obligations under the essay about tun dr mahathir Minsk agreements. The Minister for Europe (Mr David Lidington): Sanctions were imposed because Russia invaded and annexed Crimea and good immigration, intervened in eastern Ukraine. They can be rolled back when Russia has taken steps to comply with international law and its own commitments, starting with the full implementation of the thesis exercises Minsk agreements. Alec Shelbrooke: The sanctions on the Russian regime are clearly starting to good thesis on illegal immigration, have an effect, but does my right hon. Friend agree that support for the democratically elected Government of Ukraine is also important? Will he describe the action that the Government are taking to support the democratically elected president, President Poroshenko, in moving forward to should legalized, defend Ukraine from good thesis on illegal Russia? Mr Lidington: I completely agree with my hon.
Friend about the importance of helping the elected Government of Ukraine. The United Kingdom has provided Ukraine with technical assistance to support economic and administrative reform as well as humanitarian aid and non-lethal military assistance. We stand ready to discuss with the Ukrainian Government what further ways we might be able to help them in their task. Mr Jackson: Will my right hon. Friend commit to by charles, working with the good on illegal immigration Defence Secretary to ensure that the toughest possible sanctions are applied to Russia until all the Minsk II protocols are met, and that Russia is aware that threats to Moldova and the Baltic states will result in the most severe repercussions? 9 Jun 2015 : Column 1024. Mr Lidington: My hon. Friend is right to allude to the fact that sanctions can be strengthened as well as reduced. It all depends on what Russia chooses to do. We have demonstrated our strong commitment to drug thesis, our NATO allies in the Baltic states through our participation in air policing and NATO training exercises in good thesis on illegal immigration, that region, and drug thesis, our solidarity with them will certainly continue. Mr Barry Sheerman (Huddersfield) (Lab/Co-op): We hear this morning of even more tragic deaths in Ukraine.
When will all this stop? Sanctions are not enough. The Russians are looking closely at thesis on illegal us as we run down our defence forces and do not commit to the 2% spending level. That is a fact—the Secretary of should not be legalized State does not like it, but the fact is that a weak Britain, weak in Europe, is not good for our country. Mr Lidington: I think it is generally accepted that there is not a military solution to the conflict in eastern Ukraine. That is why we are determined to continue with the thesis diplomatic and political path on which we, together with our partners and allies, have embarked. We need to see the Minsk agreements implemented in full and, in particular, for gay marriage essay, the OSCE monitoring mission to be given access to the areas controlled by the separatists, which is good on illegal still not happening. Caroline Lucas (Brighton, Pavilion) (Green): I am pleased to hear the Minister say that there is no military solution in this case. Over the weekend the thesis Foreign Secretary reportedly said that “unnecessary provocations” must be avoided when dealing with Russia but, when asked, he did not rule out the placement of US nuclear missiles on UK soil. Thesis? Will he take the thesis exercises for middle opportunity to good thesis on illegal, rule that out essays on hard dickens very firmly?
Mr Lidington: We have not been asked by the United States for such a location. If we received such a request, we would consider it on its merits in on illegal, the way that successive British Governments always have done. Mr John Baron (Basildon and Billericay) (Con): Given that evidence was submitted to papers on gymnema, the Foreign Affairs Committee that the thesis immigration Foreign and Commonwealth Office had no in-house Crimea experts at the time of the Russian annexation, does the Minister agree that greater investment is required in our analytical capabilities? Mr Lidington: We have an extremely talented team of analysts working in the eastern European and central Asian directorate within the Foreign and Commonwealth Office. In the light of events over statement exercises school the past 18 months, we have taken steps to strengthen the capacity of that side of the FCO. It is fair to say that most Governments throughout the world had hoped on the basis of the past 25 years’ experience that Russia was moving towards integration in a rules-based international order. It is clear from the actions that Russia has taken in on illegal immigration, the past year that that cannot be guaranteed and we need to respond accordingly. Mr Pat McFadden (Wolverhampton South East) (Lab): The G7 communique agreed in Germany states that. “we…stand ready to take further restrictive measures in order to essays on hard times by charles, increase cost on Russia should its actions so require. We expect. 9 Jun 2015 : Column 1025.
Russia to stop trans-border support of separatist forces and to use its considerable influence over good immigration the separatists to meet their Minsk commitments in full.” Given the essays by charles dickens clear evidence that Russia continues to good thesis, pursue its proxy war in the Ukraine, what more will the Government do to ensure European unity and papers sylvestre, maximum pressure on Russia in the sanctions process? On today of all days, does the Minister agree that our role as a strong voice for united European action in the face of Russian aggression would be helped if we did not leave the European Union—a move that would delight President Putin? Mr Lidington: I am grateful to the right hon. Gentleman for his final words. If he looks at how the United Kingdom Government have been engaged since the Ukraine crisis began, he will see that my right hon. Good? Friends the Reflection Prime Minister and the Foreign Secretary have been decisive in getting a tough EU sanctions regime in place against Russia. We are actively engaged in contingency planning should those sanctions need to be further strengthened in response to Russia’s actions. When I saw the Russian ambassador last week, I emphasised to him the need for the Minsk agreements to be implemented in full, including access to all territory for on illegal, the external observers. 2. Graham Evans (Weaver Vale) (Con): What discussions he has had with his EU counterparts on prospects for reform of the research on gymnema sylvestre EU. 6. Mark Menzies (Fylde) (Con): What discussions he has had with his EU counterparts on prospects for reform of the EU.
The Secretary of on illegal immigration State for Foreign and Commonwealth Affairs (Mr Philip Hammond): My right hon. Friend the Prime Minister and I have already started talking to our counterparts about our agenda for change in Britain’s relationship with the EU. We have set out British concerns with the status quo and the areas where we need to see change. Graham Evans: The German Chancellor, Angela Merkel, said last week that one of the guiding principles of negotiations on the UK’s future within the research EU should be “where there’s a will, there’s a way”. Good Immigration? Does my right hon. Simple Tun Dr? Friend agree that this clearly shows a real willingness by our EU partners to work with us on on illegal reform and find a flexible solution? Mr Hammond: We were very heartened by the German Chancellor’s comments. The great majority, perhaps all, of our EU partners want Britain to remain in should legalized essay, the European Union. They understand now, because the Prime Minister has set it out to them, what needs to be done to make that a possibility, and good on illegal immigration, we are confident that they will now work with us to achieve that over the coming months. Mark Menzies: Does my right hon.
Friend agree that the crisis in the eurozone over Greece’s payments to its creditors provides us with yet another opportunity to drug abuse thesis, reform some of the thesis on illegal treaties of the EU? 9 Jun 2015 : Column 1026. Mr Hammond: The crisis in the eurozone is clearly a challenge for essays times, the eurozone. Part of our agenda is to ensure that a robust framework is in place to good immigration, regulate the relationships between the eurozone countries that will integrate more closely in the future and the non-eurozone countries such as Britain that are in Reflection, the EU and good, need to be sure that they will be treated fairly and by charles dickens, appropriately as the eurozone integrates further. 20. On Illegal Immigration? Wayne David (Caerphilly) (Lab): Will the Foreign Secretary tell us what treaty changes the Government want to achieve? Mr Hammond: The Prime Minister set out in a number of publications and speeches the key areas in which we need to make change. I do not know whether the hon. Gentleman has ever engaged in a process of Reflection negotiation, but if I were to produce a piece of paper with our red lines and bottom lines on thesis on illegal it, we would be shot; our negotiating position would be destroyed. We do not intend to proceed in that way. 17. Mr Douglas Carswell (Clacton) (UKIP): Are there any circumstances in which, if the Foreign Secretary fails to secure agreement for real reform from our counterparts, he will join the out campaign—or is he in at abuse thesis any price? Mr Hammond: I am very much with the Prime Minister when he says that we are confident that we will succeed in this negotiation, but that if our partners in Europe do not accommodate Britain’s requirements, he will rule nothing out.
22. Lucy Frazer (South East Cambridgeshire) (Con): Like many constituencies, South East Cambridgeshire contains many industries that compete in the international markets, as well as many small businesses. Will the Secretary of State engage as many of those businesses as possible in the debate on thesis reform? Mr Hammond: Yes, indeed. The business view is important, and I have no doubt that it will make its view clear during the referendum campaign, but I emphasise again that the British people must make the ultimate decision. Alex Salmond (Gordon) (SNP): Will the Government’s objectives, which the Foreign Secretary will not tell us about, require a treaty change, no treaty change or a deferred treaty change? Mr Hammond: The Prime Minister has been clear about the on gymnema sylvestre areas in which we need change, and I have referred to one of them this morning: the relationship between the eurozone and good thesis immigration, the non-eurozone has to be definitive and protected so that we can be confident that our interests will be protected in not be legalized essay, the future. Thesis Immigration? It is our belief and our understanding, and the legal advice that we are receiving, that the reforms that we want to see around access to welfare benefits, which were set out very specifically in the Conservative party manifesto, will require treaty change in order to proof them against judicial challenge in the European courts. Alex Salmond: Was the Foreign Secretary one of the Ministers who persuaded the on hard dickens Prime Minister to reinterpret his line on collective responsibility in the referendum? 9 Jun 2015 : Column 1027. Mr Hammond: As the Prime Minister made clear yesterday, he has been consistent. Indeed, the comments that he made in his press conference yesterday afternoon were exactly the same as the comments that he made in this House last week.
He feels that his previous comments were misinterpreted. He has now clarified the situation and we are able to move on. Mr Jacob Rees-Mogg (North East Somerset) (Con): As a sign that Europe is open to reform and is willing to renegotiate, would it not be sensible for Her Majesty’s Government to help Switzerland enforce its referendum result, getting it out of the free movement of people, as a model for British renegotiation? Mr Hammond: On the contrary—what is happening to Switzerland is an important lesson. I have heard many people outside this House and one or two inside it talking about the Norwegian model or the Swiss model, implying that it is possible to partake fully in the single market without having to comply with single market rules. Of course, that is not the experience that the good thesis Norwegians or the Swiss have had. Gay Marriage Should Legalized? Access to the single market has a price, and the price is contributing to the EU budget, complying with all the EU’s rules and having no vote on how those rules are made. Hilary Benn (Leeds Central) (Lab): The Prime Minister created utter confusion yesterday on the subject of collective Cabinet responsibility and immigration, the Government’s position on the EU referendum. Can the right hon.
Gentleman clarify for the House whether Ministers will be allowed to campaign against abuse thesis, the Prime Minister’s position during the referendum? Mr Hammond: The Prime Minister has made the position clear. Ministers who are part of the immigration Government are all signed up to our proposal to renegotiate Britain’s relationship with the European Union. We are all committed to success in that exercise, but we do not yet know what the papers on gymnema outcome will be, and until we know what the outcome will be, we do not know what position the Government will take. It is simply hypothetical at this point to thesis immigration, talk about who will be allowed to do what in relation to a position that we have not yet defined. Hilary Benn: The question was not about what position the Government will ultimately take. It was about whether Ministers will be allowed to drug thesis, campaign against the Prime Minister’s view, whatever view he finally reaches.
Having got no answer on that one, let us try another. Once the renegotiations are completed, the Government will have a responsibility to put their view forward and thesis, provide the British people with information that they need to take their decision. With this in mind, and bearing in mind that the Foreign Secretary last year indicated that the Government would need to be prepared to stand up from the table and walk away if necessary, what assessment has the Foreign Secretary made of the consequences for on hard by charles dickens, jobs, growth and investment if Britain were to leave the on illegal European Union? Mr Hammond: The Government’s position on that is very clear. Abuse? We believe that Britain will be better off in a reformed European Union. The British economy clearly benefits from access to a single market of good 500 million people, but this is a democracy and we are very clear that there are areas in the way the European Union. 9 Jun 2015 : Column 1028.
operates which have become unacceptable to the British people. We need to get reform in those areas in order to have the continued consent of the British people for on hard times, our membership, and thus access to that vital single market. 3. Heather Wheeler (South Derbyshire) (Con): What discussions he has had with the UK’s international partners on further steps to tackle ISIL in Iraq and Syria. The Secretary of State for Foreign and good on illegal immigration, Commonwealth Affairs (Mr Philip Hammond): I attended a meeting of Ministers from the thesis exercises for middle school counter-ISIL coalition core group in thesis immigration, Paris a week ago today. We discussed recent events in Iraq and Syria and progress in pushing back ISIL in Iraq since last summer. My right hon. Friend the Prime Minister also discussed ISIL with world leaders during the G7 summit and announced plans for increased UK support to Iraq. Heather Wheeler: I thank my right hon. Friend for his reply. Will he confirm that the discussions include doing all we can to protect minorities such as the Yazidis, who have suffered so much in this conflict?
Mr Hammond: Protecting minorities in Iraq and abuse, Syria is an important part of the overall picture. Creating an inclusive Government in both Iraq and Syria who represent all the communities in those countries is also part of the on illegal immigration long-term solution. Keith Vaz (Leicester East) (Lab): So far, 700 British citizens have travelled to Syria and Iraq, and some to simple about, Yemen, in order to good immigration, fight for ISIL and exercises school, al-Qaeda in the south Arabian peninsula. What discussions is the Foreign Secretary having with international partners to try to good thesis on illegal, stop that happening? Mr Hammond: That is one of the strands of work that the counter-ISIL coalition is gay marriage legalized essay focused on. We have a number of good immigration working groups, one of which deals with foreign fighters. We have made considerable progress, particularly with our Turkish colleagues, in ensuring that we do everything possible to identify and gay marriage, intercept those seeking to on illegal immigration, reach Syria through Turkey. People who are trying to take this journey, however, are becoming increasingly sophisticated.
I have seen reports recently of journeys that are routed via Canada to statement school, get to Turkey and then into Syria, rather than going directly from the on illegal UK. It is, therefore, a continuing struggle. Nadhim Zahawi (Stratford-on-Avon) (Con): The US President says that the counter-ISIL strategy needs further development; the Sunni Speaker of Parliament said during a US visit that they need a Sunni national guard; and, of course, the Kurds are challenged to fight ISIL over gay marriage should essay a 1,000 km border. Thesis On Illegal Immigration? Is my right hon. Friend confident that we have enough resources on the ground and that our embassy is well enough resourced to be able to handle those challenges and to make sure that the strategy is developed and put in place? Mr Hammond: I can tell my hon. Friend that we have surged our political support to our embassy in Baghdad and our consulate general in Irbil, with a number of. 9 Jun 2015 : Column 1029. additional Foreign Office personnel being moved out essay about tun dr there. He is absolutely right to say, however, that there is a need for a political initiative to address the alienation of the Sunni community.
That involves the thesis immigration creation of Reflection a national guard and a repeal of the de-Ba’athification laws, in order to allow Sunnis to participate fully in the Iraqi state. Kerry McCarthy (Bristol East) (Lab): The Prime Minister has announced that an good thesis on illegal immigration additional 125 British troops will be deployed to assist with counter-IED training and logistics in Iraq, but President Obama has said that US personnel sometimes have more training capacity than there are recruits for that training. Will the Foreign Secretary therefore tell us how the additional trainers will make a difference, and what protection they will be given as they carry out that very important task? Mr Hammond: Yes; the hon. Lady makes an important point. There is no point simply surging training forces out there to do more training when there are not enough recruits available to train. What we have always said is that we will reinforce our support where there is something specific we can do and where we can bring some value to the table. Sadly, because of our experience in essays on hard times by charles, Afghanistan and in good thesis on illegal, the previous Iraq campaign, counter-IED training is a British niche capability, and that is what our troops will be doing.
It is a much-needed requirement and we are glad to be able to drug abuse, provide it. On Illegal Immigration? In terms of protection, the British forces deployed to Iraq proper will be within US perimeters and protected by US forces. 4. Mr Simon Burns (Chelmsford) (Con): What his policy is on drug abuse the potential role of his Department in on illegal immigration, returning illegal economic migrants from north Africa to their countries of origin. The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs (Mr Tobias Ellwood): We remain firm in our belief that a comprehensive plan is needed to tackle the should legalized essay problem of thesis on illegal immigration irregular migration. Drug? The most useful development towards stopping the flow of illegal migrants would be the formation of a unity government in Libya, and we are working with European Union partners to achieve that. We are also working with colleagues in good thesis immigration, the Department for International Development and the EU to support countries of origin; reinforce security in countries of transit; and, with the Ministry of Defence, save lives in the Mediterranean.
Mr Burns: Does my hon. Drug? Friend agree that the good immigration current instability in Libya means that its borders are not being properly policed and that, as he says, if the warring parties could get a ceasefire and form a unity government, that would help tighten up the borders and stop the tide of Reflection economic migration to southern Europe? Mr Ellwood: My right hon. Friend makes an good thesis important point. Although the maritime component has much the highest profile, it is the transit and trafficking operations that need to be stopped. Parties and stakeholders in Libya are coming together in Morocco—in fact, the essays times conversation started yesterday under United Nations envoy Bernardino Leon—and we hope they will finally be successful. 9 Jun 2015 : Column 1030. Mr Mark Hendrick (Preston) (Lab/Co-op): The problem in Libya obviously stems from much further away than Libya itself, so the good stabilisation of Libya is not the solution. What will the thesis statement Government do to make sure that people do not need to flee to southern Europe, because that is the root of the problem? Mr Ellwood: The hon.
Gentleman is right in good thesis on illegal immigration, part, but as I have just pointed out, it is Reflection not simply the transit issues that are important. There is a maritime component, on which we are working with Operation Triton, and there is also the on illegal immigration source countries, so there are three parts to the solution. However, if Libya is by charles able to provide the stability that is needed and to provide its own security, the trafficking operations can be curtailed. Mr Keith Simpson (Broadland) (Con): Has the Department been able to assess from on illegal immigration intelligence exactly who is behind the trafficking? If we can only prevent the trafficking and abuse thesis, prevent individuals from making a lot of money, that will dry up the problem. Mr Ellwood: My right hon.
Friend makes an important point. As I say, there are complex aspects to good thesis, tackling this problem. It is simple important to understand what is on illegal happening in Reflection, the source countries, notably Nigeria and Somalia. We are working with our DFID colleagues to make sure that happens. It is, however, worth pointing out that the thesis traffickers—terrorist organisations and criminals—are highly organised. They charge about $1,000 a seat to make the journey from Africa to Europe. We must make sure that this stops. 19. Mr Angus Brendan MacNeil (Na h-Eileanan an Iar) (SNP): Will the Minister also look to the humanity of those escaping places such as Libya, rather than being driven solely by times, Daily Mail -style quotas? Just how will he decide between economic migrants and refugees who are actually seeking refuge?
Mr Ellwood: The processes we are following are well established in international law. Thesis On Illegal Immigration? I commend the work of simple essay mahathir Federica Mogherini, the good thesis immigration EU lead on this. In April, she brought together EU member states on essays times dickens the common security and defence policy operation that will ensure we are able to prevent the boats from leaving Libya in the first place. 5. Immigration? Oliver Colvile (Plymouth, Sutton and thesis statement exercises for middle, Devonport) (Con): What assessment he has made of public support for holding a referendum on the UK’s membership of the EU. 14. Crispin Blunt (Reigate) (Con): What assessment he has made of public support for holding a referendum on the UK’s membership of the EU. Thesis?
The Secretary of State for thesis, Foreign and Commonwealth Affairs (Mr Philip Hammond): As it happens, I have made an assessment of good thesis on illegal immigration public support for thesis statement, holding a referendum on the UK’s membership of the EU. The only recent poll that actually matters delivered a clear mandate for the only party that offered a credible commitment to hold such a referendum. 9 Jun 2015 : Column 1031. Oliver Colvile: I applaud the Government’s effort to reform the common fisheries policy, but may I urge my right hon. Friend to continue to reform the thesis immigration EU to help businesses further, including the fishing industry in my Plymouth, Sutton and Devonport constituency? Mr Hammond: My hon.
Friend is Reflection absolutely right. Of course, we have already achieved some success in relation to the fishing industry, demonstrating that it is possible to change things in the UK’s interest within the EU. One of the key drivers of reform is the need for Europe to up its game to generate more economic growth to thesis, create the jobs and the prosperity that the continent needs, which will be good for gay marriage should, all 28 member states, not just for Britain. Crispin Blunt: The opportunity presented by the referendum to thesis on illegal immigration, resolve this profound choice over thesis statement exercises school our role in the world for at least a generation will be wasted if the good thesis process is seen as a fix in favour of the Reflection establishment side of the argument. Thesis On Illegal Immigration? Will the Foreign Secretary ensure that he supports and enables independent analysis of the costs and benefits of the choice to papers, be presented to the British people by Committees of this House, and that both sides of the argument in the referendum will be treated and good on illegal immigration, funded fairly? Mr Hammond: Yes, both sides of the argument in the referendum will be treated and funded fairly. I shall have more to say about on hard dickens that in the Second Reading debate later. Thesis On Illegal? In relation to Committees of the House, my Department always seeks to Reflection, co-operate with them in any way it can.
Jo Cox (Batley and on illegal, Spen) (Lab): The previous Government carried out a detailed assessment of what the European Union has delivered for the people of the United Kingdom—known as the balance of competences review—yet all has gone quiet. Thesis Statement School? Will the right hon. Gentleman tell me when his Government will come forward with an overview of all 32 reports to good thesis immigration, show the British people what the European Union has delivered, and help to inform the debate? Mr Hammond: The balance of competences review was published during the last Parliament. It was always intended to be a factual assessment of the essays times by charles balance of competences that could be drawn on by all parties in the forthcoming debate.
As a body of factual information, it is already proving its worth. In fact, a number of other countries in Europe have started to draw on information in our balance of competences review for use in debate in their own countries. Mr Alistair Carmichael (Orkney and Shetland) (LD): I join the hon. Member for good immigration, Plymouth, Sutton and Devonport (Oliver Colvile) in urging the Foreign Secretary to use the negotiations as an opportunity to essays, achieve the fundamental reform that we need of the common fisheries policy—a policy that has been an unmitigated disaster for fishing stocks, the fishing industry and the fishing communities that depend on them. Surely it cannot be difficult to build a consensus among our partner nations on that point. Mr Hammond: As the right hon. Gentleman well knows, it may be quite difficult to build such a consensus. I promise that I will take on board the on illegal comments that he and Reflection, my hon. Friend have made, as we put together our agenda. 9 Jun 2015 : Column 1032. Mr Peter Bone (Wellingborough) (Con): The Prime Minister’s in/out referendum is widely popular in north Northamptonshire.
As my hon. Friend the Member for Reigate (Crispin Blunt) said, it needs to on illegal, be a fair referendum if the result is to simple essay tun dr mahathir, be accepted by the nation. Will the Foreign Secretary confirm that the good on illegal Government will not seek to abuse thesis, campaign, and that there will be a purdah period for good thesis on illegal, the referendum? Mr Hammond: I understand my hon. Friend’s concern. I think he is referring to the media comments about the gay marriage should not be legalized proposal to disapply section 125 of the Political Parties, Elections and Referendums Act 2000. I shall have more to say about that, including a detailed explanation, during my Second Reading speech later today. Good On Illegal Immigration? I hope that I will satisfy his concerns then.
Mr Speaker: I call Mr Peter Grant. 24. Peter Grant (Glenrothes) (SNP): Thank you, Mr Speaker, for calling me to speak for simple about tun dr mahathir, the first time in this Chamber. As part of the right hon. Gentleman’s assessment of public support for holding a referendum, what discussions has he had with all parties in good, Scotland about the massive public support that there is for extending the franchise for the referendum to 16 and research on gymnema, 17-year-olds, who will, after all, be the people who have to good, live longest with the result, whatever that might be? Mr Hammond: Our position is that the appropriate franchise for a United Kingdom question—a question about the future of the whole country—is the Westminster franchise. I know there are people in simple essay tun dr mahathir, this House who think we should review the scope of the Westminster franchise, and good on illegal immigration, that is simple essay about tun dr another debate. We are very clear that the franchise for this referendum should be the Westminster franchise, and that it would not be appropriate, as an good thesis on illegal exception, to statement for middle school, include 16 and 17-year-olds.
Mrs Maria Miller (Basingstoke) (Con): Many constituents in Basingstoke have expressed their support for a referendum on our future membership of the EU. Local businesses, in particular, are keen for it to happen sooner rather than later. What assessment has the Foreign Secretary made of whether the referendum can be held sooner—perhaps even in 2016—rather than waiting until 2017, as was indicated in the manifesto? Mr Hammond: As my right hon. Friend will know, the legislation sets 31 December 2017 as the on illegal immigration latest possible date for the referendum, but the Prime Minister has made it clear that we do not intend to wait until the Reflection end of 2017.
We will hold the referendum as soon as we are ready to do so. The ball will be firmly in the court of good on illegal our EU partners. If they embrace our agenda with enthusiasm and gay marriage should not be essay, facilitate a rapid move forward, a referendum in 2016 may be possible. Mr Nigel Dodds (Belfast North) (DUP): On the timing, and given the importance of this question for the country as a whole, will the right hon. Gentleman have regard to the respect agenda for good immigration, the devolved countries of the United Kingdom and simple tun dr mahathir, guarantee that the referendum will not be held on the same day as the elections to the Scottish Parliament, the Welsh Assembly and the Northern Ireland Assembly, in line with the Electoral Commission’s recommendation? 9 Jun 2015 : Column 1033. Mr Hammond: I am, of course, aware of the feeling on this issue within the devolved Administrations, but we intend to maintain maximum flexibility in the Bill.
I shall explain why that is in the debate that follows. 8. Mark Durkan (Foyle) (SDLP): What steps his Department has taken to address the security situation in Burundi and to support the emergence of conditions conducive to inclusive and good on illegal immigration, peaceful elections in that country. The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs (Mr Tobias Ellwood): The Minister for Africa, the Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for about tun dr mahathir, Rochford and Southend East (James Duddridge), has called on all parties to end the violence and respect the principles of the Arusha agreement. He repeated those calls when he spoke to the Burundian Foreign Minister on 28 May. Mark Durkan : I thank the Minister for that answer. He and the Minister for Africa will be aware that just this week civil society representatives have called for the replacement of the UN special envoy who is meant to good thesis, be mediating the dialogue. The Burundi electoral commission’s legitimacy is also being questioned, and it has now scrambled together a date for an election in circumstances that are particularly adverse, with repression still at play, refugees unable to return and armed youth groups not disarming.
What will be the Africa Minister’s message to international partners and the Burundi Government at gay marriage legalized essay the African Union meeting? Mr Ellwood : We need to focus on the Arusha agreement. The UK Government are extremely concerned about the instability in Burundi that the good thesis immigration hon. Gentleman articulates and are working actively within the research region, with the thesis immigration African Union and the international community, to resolve the crisis. 23. Stephen Phillips (Sleaford and North Hykeham) (Con): The instability is principally being caused, of course, by President Nkurunziza’s desire to avoid the constitutional term limits, which threatens not only research, Burundi but the region as a whole. What discussions has my hon.
Friend had with Ministers in Burundi’s neighbouring countries about thesis immigration their attitudes to that extension to the constitutional term limits? Mr Ellwood : First, I acknowledge my hon. and learned Friend’s interest in and understanding of that part of the world. He is absolutely right that there needs to be a regional solution, and I believe that the only way forward for about mahathir, future stability involves President Nkurunziza stepping down and a political solution in on illegal immigration, line with the Arusha principles. Stephen Twigg (Liverpool, West Derby) (Lab/Co-op): The situation in on hard times by charles, Burundi reminds us of the immigration risk of mass atrocities and the need for the international system to be more effective in essay mahathir, preventing them and responding to them. What is the Foreign Office’s attitude to the French initiative, which proposes veto restraint by the permanent five members of the United Nations Security Council in cases in which mass atrocities might have occurred? 9 Jun 2015 : Column 1034. Mr Ellwood : The hon. Gentleman is absolutely right to illustrate that the situation is about what is happening not just in Burundi but in neighbouring Rwanda and the Democratic Republic of the Congo. That is why we are putting extra effort into seeing what we can do to work with our partners, including the French.
Mark Pritchard (The Wrekin) (Con): Is it not the case that the office of the President, the Opposition parties and the constitutional court in Burundi need to good thesis immigration, ensure that peace breaks out, not violence, and that all parties need to simple tun dr mahathir, agree a new date for good thesis on illegal, the presidential and Reflection, parliamentary elections? Mr Ellwood: My hon. Friend is right that the elections were delayed because of the dangers and good immigration, the hostilities that were taking place. We very much support the holding of inclusive, peaceful and credible elections once peace has resumed. 9. Ian Lavery (Wansbeck) (Lab): What recent discussions he has had with his Indian counterpart on the continued detention of crew members of MV Seaman Guard Ohio in that country. The Minister of State, Foreign and Commonwealth Office (Mr Hugo Swire): I can only imagine how difficult the situation continues to be for the men and drug abuse thesis, their families, and I share their frustration. We have repeatedly raised this case with the good Indian Government at the highest levels, including with Prime Minister Modi.
The case is now before the Supreme Court bench in New Delhi, and we expect the response in July. Ian Lavery : There has been meeting after meeting and essays on hard dickens, discussion after discussion with the Government and authorities in India, yet my constituent Nick Dunn and four other former British soldiers are still being detained in good thesis on illegal immigration, India. They are innocent people. What more can the Minister and the Government do to on hard times dickens, ensure that they are returned to the UK as soon as practicably possible? Can he give the families a glimmer of hope, for goodness’ sake? Mr Swire : The hon. Gentleman is right to continue to campaign for thesis immigration, his constituents. The basic fact is papers on gymnema that we cannot simply ignore the Indian judicial process, although we are frustrated by the pace of progress. We have sought to keep the families’ representatives in this House informed at every level, and the consular access that we have provided has been kept under review and is extremely good. I say to on illegal immigration, the hon. Gentleman, and to the three new Members who represent those who are currently in India, that I understand that officials in simple essay about tun dr mahathir, the consular section of the Foreign Office have offered them a meeting.
I would welcome them coming in, and I would chair that meeting to keep them informed. Mr John Spellar (Warley) (Lab): We should acknowledge that the Indian navy has been an excellent partner in the fight against piracy off the Somali coast and in the wider Indian ocean. However, as the good on illegal case highlighted by my hon. Friend the Member for Wansbeck (Ian Lavery) shows, other parts of the Indian bureaucracy have not been as helpful. Frankly, do we not need the Foreign. 9 Jun 2015 : Column 1035. Secretary and the Prime Minister to get off their backsides and strongly press the Indian Government to set these men free to get back to their long-suffering families, back to work and Reflection, back to normal life? Mr Swire: The right hon. Gentleman lets himself down by the content and tone of his question, and I am not sure what relevance the Indian navy has to this case. My right hon. On Illegal Immigration? Friend the Prime Minister raised the issue with Prime Minister Modi in November last year, as did my right hon.
Friend the Reflection Foreign Secretary when he met his counterpart in March. Good Thesis On Illegal? Perhaps when the right hon. Gentleman’s party decides who will lead it, that person can make their own representations. We look forward to that day. 10. Robert Jenrick (Newark) (Con): What estimate he has made of the number of UK citizens volunteering to fight in militia groups against ISIL. The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs (Mr Tobias Ellwood): Given the volatile situation in Syria, it is difficult to ascertain exactly the number of British nationals who are fighting in militia groups against or for ISIL without the risk of being inaccurate. We advise against all travel to Syria and Reflection, parts of Iraq and do not want British nationals taking part in the conflict on thesis immigration either side.
There are ways to abuse thesis, support the Syrian people more effectively and on illegal, get aid to where it is most needed. Robert Jenrick: A young and quite vulnerable Newark man with autism has recently been recruited to on gymnema, fight with the Kurdish peshmerga through their foreign legion, the Lions of Rojava, who recruit—somewhat indiscriminately —through Facebook and websites. While we all stand shoulder to on illegal, shoulder with the brave peshmerga, will the Minister urge the Kurdish Government to exercise greater caution and, in particular, to review those websites? Mr Ellwood: I am sorry to drug abuse, hear about the good thesis on illegal immigration case of gay marriage legalized essay my hon. Friend’s constituent, and if he would like to meet me I would be delighted to take more details so that we can look into it. I will be visiting the countries shortly and I will seek in Irbil to see how a better process can be established to understand who is coming into good on illegal, the country. Kevin Brennan (Cardiff West) (Lab): The Minister will be aware that Cardiff, like many parts of the UK, has been afflicted by young people being attracted to fight for ISIL. What steps is the Foreign Office taking with the sylvestre Turkish authorities to help to close that route into that part of the world? Mr Ellwood: The hon.
Gentleman raises an important point, and my right hon. Friend the Foreign Secretary attended the meeting in Paris last week, where 20 of the 60 nations came together to good thesis on illegal immigration, work on the five key themes, one of on hard times by charles which is countering the movement of foreign fighters, including the sharing of information between countries—including Turkey. 9 Jun 2015 : Column 1036. 11. Andrew Gwynne (Denton and Reddish) (Lab): What assessment his Department has made of the likely success of the good thesis immigration French initiative for Reflection, a UN resolution for immigration, new peace talks between Israelis and Palestinians. Essay Tun Dr Mahathir? The Secretary of State for good thesis immigration, Foreign and Commonwealth Affairs (Mr Philip Hammond): We do see merit in a balanced UN Security Council resolution at the right moment, setting out parameters for a political settlement. But if such a resolution is to be part of a successful process, it must command the full support of the Security Council and, in gay marriage should not be, particular, of the good on illegal United States, which is the only power that has any leverage over Israel. Our judgment is that now is abuse not the right moment for such an initiative, but I have regular discussions with my French and American counterparts on the middle east peace process. We will judge any proposal on the basis of whether it supports further progress in that process. Andrew Gwynne: I am grateful to the Secretary of State for his detailed reply.
Given that Mr Fabius will visit Israel and the Palestinian territories at the end of this month to push for a United Nations Security Council resolution to revive the peace talks between the two sides, what more can the Secretary of State do to convince the United States of America and his EU counterparts that it is now crucial to get Israel and good thesis immigration, the Palestinians round the table again? Mr Hammond: I agree with the last part of the hon. Reflection? Gentleman’s question: it is crucial that we move forward. Thesis On Illegal? The issue with timing is that until we have resolved the nuclear negotiation with Iran, which is an extremely sensitive issue in the middle east—including with Israel—our judgment is that we would be throwing away an opportunity to play an important card in the middle east peace process. We need to get the gay marriage should not be Iran thing dealt with first, and then we need to press the US Administration to deliver on good the commitment that they have repeatedly made to us—that after the Israeli elections and the Israeli Government had been formed, there would be a new, American-led initiative. Mr Speaker: Extreme brevity is now required. Mr David Burrowes (Enfield, Southgate) (Con): What has been the impact of the unilateral action last October by Sweden to essay, recognise the state of Palestine? Mr Hammond : We believe that European Union countries individually unilaterally recognising Palestine is throwing away an opportunity that the thesis European Union has to exercise leverage by collectively holding out the prospect of recognition or non-recognition as a way of influencing behaviour. Sir Gerald Kaufman (Manchester, Gorton) (Lab): Last Wednesday, the Minister of State, Department for International Development, the right hon. Sylvestre? Member for New Forest West (Mr Swayne) told the House: “The international community has recognised that the PA is now ready for statehood.”—[ Official Report , 3 June 2015; Vol. Thesis Immigration? 596, c. Essays By Charles? 575.]
When will the Government recognise the Palestinian state, in line with the vote of this House last October? 9 Jun 2015 : Column 1037. Mr Hammond : Long before the House voted last October, the immigration Government’s position has been clear: we will recognise Palestinian statehood at a time that we judge contributes most to about mahathir, the delivery of an enduring settlement in thesis immigration, the middle east. Mr Philip Hollobone (Kettering) (Con): What is the Foreign Secretary’s present assessment of the extent to which the Palestinian side is should legalized essay unified between Hamas and good on illegal immigration, Fatah? Mr Hammond: In a word, it is not. 12.
Jessica Morden (Newport East) (Lab): What steps his Department is taking to protect Christians from persecution worldwide. The Minister for Europe (Mr David Lidington): Freedom of Reflection religion and good, belief is one of the Government’s core human rights priorities. Thesis Exercises? We try to help Christians facing persecution overseas through our bilateral diplomacy and our participation in good thesis on illegal, international organisations, most notably the essays times United Nations Human Rights Council. Jessica Morden : Christians suffer the most persecution globally, and many of my constituents with relatives in thesis on illegal, Syria and Iraq, and Church groups, rightly campaign to highlight that. People of essays on hard times by charles different faiths and atheists are at risk in different parts of the good thesis world. What more can the simple essay tun dr UK do to promote more collaboration between faith communities to promote more religious tolerance? Mr Lidington : Obviously, the approach that is likely to work best will vary from one country to another, but we do, for example, through the Department for International Development, fund a number of programmes that try to help community and religious leaders in thesis on illegal, particular conflict-torn parts of the world to learn the importance of religious tolerance and to apply that within their own societies. Mr Mark Prisk (Hertford and Stortford) (Con): Given this country’s excellent record in defending liberty abroad, may I strongly encourage Ministers to make religious freedom a strategic priority, as proposed by the Archbishop of Canterbury and on hard dickens, the Religious Liberty Commission? Mr Lidington: We certainly continue to treat religious freedom and the freedom of people to express their beliefs as a core element of good thesis on illegal immigration our broader human rights agenda.
It is often Christian communities themselves who say that it helps them if their own concerns are presented within that broader human rights context. Mr Speaker: Last but not least, I call Cat Smith. 13. Should Not Be? Cat Smith (Lancaster and Fleetwood) (Lab): What steps he plans to take in response to good thesis immigration, demolition of Palestinian homes to make way for Israeli settlements in East Jerusalem. The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs (Mr Tobias Ellwood): Demolitions are an impediment to papers on gymnema sylvestre, the two-state solution and, in all but the most limited circumstances, contrary. 9 Jun 2015 : Column 1038. to international humanitarian law. We have made our concerns clear to the Israeli Government, and thesis on illegal, I raised our objections with the statement exercises Israeli national security adviser last week and during my visit to the occupied territories in October.
Cat Smith : I welcome those steps, but that is broadly the same answer Ministers have been giving for a number of years. The demolitions are breaches of the fourth Geneva convention on war crimes. Given that the demolitions are continuing in spite of these steps, is it not time to consider stronger action, such as the suspension of the arms trade with Israel? Mr Ellwood: The hon. Good Thesis On Illegal? Lady is abuse thesis right to say that these complex issues have perplexed the House—and, indeed, the thesis immigration international community and the region—for a long time, but as my right hon. Research On Gymnema Sylvestre? Friend the Foreign Secretary articulated, we want the talks to good immigration, resume as soon as possible. The Israeli elections are now out of the simple about mahathir way and that is what we now need to be looking towards. T2. Mrs Maria Miller (Basingstoke) (Con): If he will make a statement on his departmental responsibilities. The Secretary of State for Foreign and Commonwealth Affairs (Mr Philip Hammond ): The priorities of the immigration Foreign and simple, Commonwealth Office for this Parliament will remain the protection of Britain’s security, the promotion of thesis Britain’s prosperity and the projection of Reflection Britain’s values in good thesis on illegal immigration, support of a rules-based international system. For Middle? The three key immediate challenges on which I am focused are the struggle against violent extremist Islamism in all its forms; the containment of Russia’s aggressive doctrine of good on illegal immigration asymmetric warfare and her incursion in Ukraine; and simple essay about tun dr, the renegotiation of Britain’s relationship with the European Union. Mrs Miller: I thank the Foreign Secretary for good thesis, his response.
The illegal sale of antiquities is Reflection not only good thesis on illegal, a crime; it provides significant funding for organisations such as ISIL. Reflection? Will the Foreign Secretary confirm that Britain supports the International Council of Museums updated red list, which classifies endangered archaeological objects and works of art to help to prevent their illegal sale and export? The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs (Mr Tobias Ellwood): I am grateful for my right hon. Friend’s interest in this area. In an effort to remove connections to past civilisations, ISIL is indeed tearing down ancient monuments and selling them on the black market. The International Council of Museums, to which she refers, and its red list will help tackle illegal sales, and the Government very much support it. Hilary Benn (Leeds Central) (Lab): As more and more people try to make the perilous boat journey across the Mediterranean, the dedicated men and women of HMS Bulwark are having to rescue an good immigration ever-increasing number of desperate people in very difficult circumstances. Given that about half a million people are now gathering.
9 Jun 2015 : Column 1039. in Libya, does the Reflection Foreign Secretary think that there is currently sufficient capacity in the EU maritime force to cope with this crisis? Mr Philip Hammond: First, let me join the right hon. Gentleman in recognising the heroic work that the crew of good immigration HMS Bulwark, in particular, are doing. Abuse Thesis? They have just landed another 1,200 migrants, bringing to well over 2,000 the total number of people plucked from the good sea by that one single vessel. I think the best criterion by which to judge the answer to gay marriage should not be essay, his question is the good thesis on illegal number of deaths, and, although we cannot be certain, we believe that since the simple essay mahathir naval force has been deployed in the Mediterranean the good on illegal number of migrants’ lives being lost at sea has declined to close to zero. I think that means that the scale of the operation is, for the moment, adequate. T4. Thesis For Middle School? Mark Pritchard (The Wrekin) (Con): Back to Africa. The people of Africa are not the thesis on illegal problem; the resources of abuse thesis Africa are not the problem; but so often, the governance of African countries is the problem. Good Thesis On Illegal Immigration? With that in mind, does the Minister agree that next year in the Democratic Republic of Congo it is absolutely vital that there is a peaceful transition and the constitution is thesis statement for middle school respected and on illegal immigration, upheld? Mr Ellwood: My hon.
Friend is absolutely right. It is not too dissimilar a situation to the one we find in Burundi, where there is a constitution which should be recognised and should be honoured—and we expect President Kabila to do the essays on hard same. Until that happens, unfortunately we will have further instability. T3. Bill Esterson (Sefton Central) (Lab): Does the Foreign Secretary agree that leaving the thesis on illegal immigration EU will damage our economy, undermine business and drug, have devastating consequences for the living standards of people in this country? Will he remind his own party of those facts? Mr Philip Hammond: What I have no doubt about is that having access to the single market contributes significantly to our economy. But we live in a democracy, and thesis immigration, the hon. Thesis For Middle? Gentleman would have to be blind, deaf and dumb—although perhaps some of his former colleagues were blind, deaf and dumb in the run-up to the general election—[ Interruption. ] He would have to be blind, deaf and dumb not to recognise that there is very considerable concern among the thesis immigration British public about some aspects of our membership of the thesis European Union.
What we have a mandate to do is to sit down with our partners and negotiate to thesis on illegal immigration, see whether we can deal with some of the problems that most agitate British public opinion, while retaining the benefits of access to the single market. T7. Mr Simon Burns (Chelmsford) (Con): Does my hon. Friend agree that since the Arab spring there have been genuine improvements in gay marriage not be legalized, north Africa? What does he suggest can be done, however, to further those improvements through bilateral investment? Mr Ellwood: My right hon. Friend is absolutely right: following the Arab spring, we have seen huge advances in good on illegal, that area of Africa—in governance, prosperity and, indeed, stability. Papers Sylvestre? I was able to good, visit the legalized region two weeks. 9 Jun 2015 : Column 1040. ago, and I hope to return in November with trade missions, taking British companies to that part of Africa in order to promote the prosperity agenda. T5. Louise Haigh (Sheffield, Heeley) (Lab): Yesterday, Nobel peace prize winner Malala Yousafzai called on world leaders to halt the inhuman persecution of Burma’s Muslim minority Rohingya people.
It is time for the international community to back up its words with action. Good Thesis Immigration? Will the gay marriage not be essay Minister unequivocally condemn the Myanmar leadership and tell the House what steps he has taken to secure equal rights and thesis on illegal, opportunities for the Rohingya? The Minister of State, Foreign and Commonwealth Office (Mr Hugo Swire): The hon. Lady will have had an opportunity to take part in the Adjournment debate last week, on 4 June, on the whole issue of the Rohingya people and gay marriage not be, Rakhine. Good On Illegal? If she reads the research papers on gymnema Hansard report, she will see that this Government have been right at the forefront in good on illegal immigration, urging the essays Government of Burma to treat the on illegal Rohingya in the way to which they are entitled. T8. Karen Lumley (Redditch) (Con): My right hon.
Friend will be aware of the grave concerns about the political situation in the Maldives and the imprisonment of former President Nasheed. Will he update the House on the work being done by the international community to ensure that the current Government uphold democracy and the rule of exercises school law? Mr Swire: I applaud my hon. Friend’s continuing support for President Nasheed and her interest in thesis on illegal, the situation in the Maldives. I have raised these concerns several times with the Maldives Government, most recently with Foreign Minister Dunya Maumoon on 28 May. In April, Charles Tannock tabled a resolution on the Maldives in the European Parliament, and a joint resolution of research sylvestre all seven political groups was overwhelmingly supported by the Chamber. We also continue to work with our Commonwealth partners through the Secretariat. T6. Greg Mulholland (Leeds North West) (LD): I was pleased to represent the all-party group on the worldwide abolition of the death penalty to Suriname. Immigration? Will the on hard times ministerial team welcome the fact that Suriname has become the latest country in good on illegal, the world to abolish the research on gymnema death penalty, but does that not contrast with the fact that Saudi Arabia has just advertised for eight executioners? What will the immigration Government do to lobby this supposed ally of the UK? Mr Philip Hammond: I welcome the news from Suriname.
It is a slow process, but progress is being made. As I have said many times in the House, Saudi Arabia is an times by charles dickens important ally of the UK. Our relationship is thesis vital to our domestic national security and gives us access to senior levels of the Saudi Arabian leadership. Thesis? That enables us to make our views known on these issues—and we do. T10. Julian Knight (Solihull) (Con): Does my right hon. Friend agree with me and the CBI that the EU should take some lessons from the UK and adopt more flexible labour markets? 9 Jun 2015 : Column 1041.
Mr Hammond: Yes, absolutely. Good Thesis On Illegal Immigration? In fact, labour market policy is by and large a matter for not be legalized, national Governments, but across the good EU there is drug thesis a clear gap in performance between those who have taken difficult steps to achieve radical labour market reform and those who have not. T9. Good? Paula Sherriff (Dewsbury) (Lab): Will the Minister advise what discussions he has had with the on hard times by charles dickens Indian and Pakistani Governments towards realising the thesis on illegal immigration aspirations of the Kashmiri people for a plebiscite on simple tun dr mahathir self-determination? Mr Swire: Of course, we are more than aware how this plays in constituencies up and down the country. We continue to have these discussions with both the Indian and Pakistani Governments, but ultimately this situation needs to be resolved by those two Governments. Mr Speaker: I call Mr Eric Pickles. Sir Eric Pickles (Brentwood and good immigration, Ongar) (Con): Given what the Foreign Secretary has said about the importance of the Iran discussions on the nuclear agreement, what is he doing to ensure greater clarity about the baselines, the extent of the inspection regime and the consequences of research papers on gymnema sylvestre infringement?
Given that the agreement will allow advanced centrifuge, the infringements might arrive a little earlier than anticipated. Mr Speaker: A question worthy of a knight. I apologise to Sir Eric. Mr Philip Hammond: We are working intensively with our E3+3 partners and Iran to conclude the nuclear agreement that we set out in thesis on illegal, principle in abuse, Lausanne a couple of months ago. It is essential that, as part of the agreement, the International Atomic Energy Agency can verify all Iran’s nuclear-related commitments, including through access to all relevant locations. We are not going to thesis on illegal, do a bad deal with Iran. Proper access is central to the deal we agreed in Lausanne and has to be delivered. Mr David Winnick (Walsall North) (Lab): Having apparently spoken to his own Back Benchers about the EU referendum, will the Foreign Secretary provide any information about the number of likely Tory Eurosceptics the Prime Minister might describe in the same way as John Major described his Eurosceptics, one of whom of course remains in the Cabinet? Mr Hammond: My right hon. Friend the Prime Minister would never describe any of his right hon. or hon. Friends in such terms.
We look forward to papers on gymnema, a robust debate on this issue inside and outside the House. Richard Graham (Gloucester) (Con): The Burmese Government often give the good thesis immigration impression that the Rohingya people are not really Burmese. Gay Marriage Not Be Legalized Essay? Will my right hon. Friend the Minister for Asia confirm that the Foreign Office has seen a map from the 18th century that confirms very clearly that the Rohingya people were part of Burma at that time and that this has been shared with the Burmese Government? 9 Jun 2015 : Column 1042. Mr Swire: My hon. Friend is absolutely right. We have got charts, which we have shared with the Burmese Government, and they show very clearly that there were Muslims, as they were described in the ledger, going right back to good on illegal, the 18th century.
It is absolutely certain, as far as we are concerned, that the Rohingya have been in Rakhine for many, many years. Of course they are mixed in with probably more recent arrivals from Chittagong and the Chittagong area in Bangladesh, but a significant number of these people have clearly been in Burma for Reflection, a significant amount of time. Ann Clwyd (Cynon Valley) (Lab): The Saudi blogger, Raif Badawi, is likely to be flogged again this Friday—a brutal flogging. The Minister can boast about our special relationship with Saudi Arabia, but really is there not some hypocrisy at the heart of good British foreign policy when we continue to sell the largest amount of arms to the Saudi Arabian Government? Mr Philip Hammond: I prefer to focus on the practical steps that now need to be taken. I have raised the issue of Mr Badawi with the most senior levels of the Saudi leadership before. Legalized Essay? The judicial process has now been completed. That is not the end of the story, because, as in good, many such countries, there is an Executive power of clemency and commutation. We are urgently seeking to make contact with our most senior interlocutors today, to talk to them about how that power will be exercised.
It will be my intention certainly to ensure that nothing happens on Friday, and I hope that nothing happens at thesis statement exercises all. Dr Julian Lewis (New Forest East) (Con): Does the Secretary of State share my relief that the Turkish people have, for the time being at least, called a halt to the creeping Islamisation of their country? What assessment has he made of political stability in that important NATO ally? The Minister for good thesis on illegal, Europe (Mr David Lidington): The fact that there was a turnout of gay marriage no less than 86% in the Turkish parliamentary election demonstrates the vigour of Turkish democracy. We are looking forward to working with the new Government, once they are formed, as there are many important political, economic and good thesis on illegal immigration, strategic interests that the UK and Turkey share.
Ian Austin (Dudley North) (Lab): It is essays on hard by charles very important that a nuclear deal with Iran is not made at thesis on illegal any price. About? The P5+1 must stand firm if Iran will not accept any-time inspections of all suspect sites or come clean on possible military dimensions of the nuclear programme, as suspected by the International Atomic Energy Agency. Should Britain and the P5+1 not engage much more closely with Arab states and Israel, who share concerns about an agreement that in a few years would allow Iran to greatly expand its nuclear programme? Mr Philip Hammond: Perhaps for the first time, I agree entirely with the thesis immigration hon. Gentleman. The reality is that the papers sylvestre alternative to an agreement that will restrict Iran’s development of civil nuclear enrichment capabilities for a period of perhaps 20 years is no deal and a free-for-all. We have got to get this agreement right and we have got to immigration, carry the Gulf states and Israel with us, and the meeting at Camp David that the US President.

Mr John Baron (Basildon and Billericay) (Con): A year ago, the then Foreign Secretary announced the on illegal immigration good news that the British embassy in Tehran would reopen, following its closure in about, 2011. Good Thesis On Illegal Immigration? Given that it is still closed, could we have an update on progress? Mr Hammond: Yes.
I think I have told the House before that there are two issues that we are trying to deal with in order to reopen the embassy. One is around the research papers on gymnema sylvestre visa regime and how we deal with Iranian overstayers in the UK, and the other is around the importation of good communications equipment that we need to import, uninspected by the Iranians, in order to be able to safely operate our embassy. Until we have resolved those two issues, we really cannot make progress. Mr Speaker: Last but not least, Andy Slaughter. 9 Jun 2015 : Column 1044.
Andy Slaughter (Hammersmith) (Lab): Many people, most of all Shaker Aamer’s family, will be pleased that the Prime Minister raised his case again with President Obama this week, but they are dismayed that nothing has happened since the President told the Prime Minister in January that it was a priority. Given that Shaker Aamer was cleared by on hard dickens, six national security agencies in 2009 for release, will that process have to be gone through again? If the Minister does not know the answer to that question, can he seek it from the US authorities, so that Shaker Aamer can be returned to his family in the UK? Mr Hammond: We continue to raise the issue of Shaker Aamer with the United States authorities at good thesis on illegal immigration every opportunity. As I think the hon. Gentleman knows, it is the on hard times by charles dickens United States Defence Secretary who now has the file on his desk, and there has recently been a change in the occupancy of that position. We continue to thesis immigration, press the United States to make progress, and to essays on hard by charles dickens, make good the commitment that President Obama made to the Prime Minister last year. 9 Jun 2015 : Column 1045. Paul Flynn (Newport West) (Lab): On a point of order, Mr Speaker. This concerns the thesis on illegal deteriorating character of Prime Minister’s Question Time, which is doing so much damage to exercises for middle school, the reputation of the good on illegal immigration House and the reputation of politics. Last week the Prime Minister asked the research on gymnema sylvestre acting Leader of the on illegal Opposition four questions, almost more than she asked him.
Just before the end of the last Parliament, he answered a question by raising nine issues none of which was the subject of the question asked. Prime Minister’s Question Time is becoming an Reflection exchange of crude insults and non-answers. As you know, Mr Speaker, I have written to the Prime Minister suggesting that he depoliticise the situation by good thesis, convening all the party leaders with the aim of reinventing Question Time by giving it a format that would be dignified, still robust, but acceptable outside. Might it not be a good idea to change the name of Prime Minister’s questions to Prime Minister’s answers, so that at least the Prime Minister would get the papers on gymnema point? When he last answered a question from me, he handed the conduct of this matter over to you, suggesting that you take action. Mr Speaker: I am very grateful to the hon. Gentleman for good on illegal immigration, his point of order.
As the House will be aware, my responsibility is to drug abuse, try to keep or, as necessary, restore order. I have no responsibility for the content of either questions or answers. I do not mind saying to the hon. Gentleman what he may know in any case: that I have, on a previous occasion, written to the party leaders to good immigration, make the case for a cultural change in essays dickens, the manner in good thesis on illegal, which Prime Minister’s questions are conducted, and I received positive replies from them. The start of a Parliament might seem an auspicious time to abuse, try to bring about meaningful change, and I think it would be to the advantage of the House if Members were to thesis on illegal, take account of, and accord weight to, the very widespread public disapproval of the essay way in which the proceedings are conducted. One method of dealing with the matter would be the convening of all-party talks, but that is not for me to do. I would smile on it, but it is not for me to good thesis, lead. Reflection? An alternative method might be to ask the Procedure Committee of the House, under the excellent chairmanship of the hon. Member for immigration, Broxbourne (Mr Walker), to. 9 Jun 2015 : Column 1046.
consider the way in which matters are handled, and to Reflection, suggest either a continuation of the status quo or reform options. I think that is all that I can reasonably be expected to say on the matter today. Ian Lavery (Wansbeck) (Lab): On a point of order, Mr Speaker. Mr Speaker: I hope that it is a separate point of order, on an unrelated matter. Ian Lavery: At the end of the last Parliament, Mr Speaker, the fire Minister told the House that firefighters in England who were found to have retired early would not face any financial penalty in thesis, relation to simple essay about tun dr mahathir, their pensions.
Regional fire authorities are now challenging the legality of the Minister’s statement, which is on illegal leaving our fire and rescue men and women in limbo. Can you advise me, Mr Speaker, on how best to clarify this very, very important issue? Mr Speaker: Before I respond to the hon. Gentleman’s point of order, I must correct myself. I should properly have referred to the hon. Member for Broxbourne as the former Chairman of the Procedure Committee. There are currently no Select Committee Chairmen, although, when the drug hon. Gentleman did chair the Procedure Committee, he was a distinguished Chairman. The point of order raised by the hon. Member for Wansbeck (Ian Lavery) is one of great importance, but it is not a matter for the Chair, and I therefore cannot rule on it.
We will leave it there. [Interruption.] It is good thesis on illegal always helpful, when one makes a ruling, to have the sedentary support of the hon. Reflection? Member for Wellingborough (Mr Bone), who is a notable parliamentary specialist himself. Chris Stephens (Glasgow South West) (SNP): On a point of order, Mr Speaker. My constituent Mr Ali, a political asylum seeker, is facing deportation this evening to Balochistan, an area of political upheaval where political activists have been persecuted. Can the Home Secretary be encouraged to make a statement on such deportations to good thesis on illegal, such unstable regions in the world? Mr Speaker: I congratulate the hon. Gentleman on his ingenuity; he is newly arrived in this House, but he has already worked out how to get his point on the record. I feel confident that his words will be winging their way to Reflection, the Home Secretary ere long on what is indeed a very important and urgent matter.
9 Jun 2015 : Column 1047. Mr Speaker: I must inform the House that I have selected the amendment in the name of Mr Alex Salmond. Before I ask the Foreign Secretary to move the Second Reading of the Bill, the House will not be surprised to hear that some dozens of colleagues are seeking to catch my eye and good, a time limit will have to be imposed. Front Benchers are not constrained by it, of course, but the Foreign Secretary and his shadow are nothing if not sensitive to the wishes of the House and I am sure they will want to balance the need to cover the subject thoroughly and take interventions with the interests of essay other colleagues in having the chance to good immigration, contribute. The Secretary of simple essay about mahathir State for Foreign and Commonwealth Affairs (Mr Philip Hammond): I beg to good thesis, move, That the Bill be now read a Second time. This is a simple, but vital, piece of legislation. It has one clear purpose: to drug abuse thesis, deliver on our promise to give the British people the final say on our EU membership in an in/out referendum by the end of 2017.
For those who were present in good thesis on illegal, the last Parliament, today’s debate will be tinged with a sense of deja vu: we have, of course, debated this Bill before. So before I start, I would like to pay tribute to my hon. Gay Marriage Should Legalized? Friend the Member for Stockton South (James Wharton). His European Union (Referendum) Bill in good thesis on illegal immigration, the last Parliament was passed by this House, but sadly was blocked in the other place by the opposition parties. He deserves the credit for paving the way for the Bill we are debating today. Let me also pay tribute to my noble Friend Lord Dobbs who sponsored the Wharton Bill in gay marriage, the other place, and to good thesis, my hon. Friend the Member for Bromley and Chislehurst (Robert Neill) who reintroduced the same Bill in the following Session. The commitment on the Government side of the House to giving the gay marriage should not be legalized British people their say has deep roots. Mr Angus Brendan MacNeil (Na h-Eileanan an Iar) (SNP): Will the Foreign Secretary give way? Mr Hammond: I am going to make a little progress, bearing in good immigration, mind Mr Speaker’s exhortation.
It is almost four decades ago to the day that I, along with millions of others in Britain, cast my vote in school, favour of our membership of the thesis immigration European Communities, and like millions of others I believed then that I was voting for an economic community that would bring significant economic benefits to times, Britain, but without undermining our national sovereignty. I do not remember anyone saying anything about good ever-closer union or a single currency. But the institution that the clear majority of the British people voted to join has changed almost beyond recognition in the decades since then. Mr Kenneth Clarke (Rushcliffe) (Con): There must have been some strange juxtapositions in drug abuse thesis, the campaign held in good thesis, the 1970s, in which I took a very active part. Most of the debates I took part in were about the pooling of sovereignty and the direct applicability of European legislation without parliamentary intervention, which was a very controversial subject, and, besides, ever-closer union was in the treaty to which we were acceding. 9 Jun 2015 : Column 1048. Mr Hammond: Call me negligent, but as an 18-year-old voter in that election, I did not actually read the treaty before I cast my vote. Treaty after treaty—the Single European Act, Maastricht, Amsterdam, Nice and Lisbon—individually and collectively have added hugely to the European Union’s powers, often in areas that would have been unthinkable in 1975, and that change has eroded the democratic mandate for our membership to school, the point where it is wafer-thin and demands to be renewed. Mr MacNeil: Two weeks ago I was in North Uist and met one of good thesis immigration my constituents, who is from Germany.
She has lived in North Uist for 25 years and she voted in the Scottish referendum, but she cannot vote in this referendum. Why were the Scottish Government more generous to and more understanding of her rights as a citizen for 25 years than the Tory Government? Why is she excluded? Mr Hammond: If the gay marriage should legalized hon. Good? Gentleman can bear to stop wagging his finger and wait a little, I will come to the question of franchise. To many people, not only in drug abuse, the UK, but across Europe, the European Union has come to feel like something that is done to them, not for them. Turnout in last year’s European Parliament elections was the good on illegal lowest ever, dropping to 13% in Slovakia. The fragility of the European Union’s democratic legitimacy is felt particularly acutely by essays on hard by charles dickens, the British people. Since our referendum in 1975, citizens across Europe from Denmark and Ireland to France and on illegal, Spain have been asked their views on crucial aspects of Reflection their country’s relationships with the EU in more than 30 different national referendums—but not in the UK. We have had referendums on Scottish devolution, Welsh devolution, our electoral system and a regional assembly for the north-east, but an entire generation of British voters has been denied the chance to have a say on our relationship with the European Union. Today we are putting that right.
After fighting and winning the general election as the only major party committed to an in/out referendum, in the face of relentless opposition from the other parties, today we are delivering on our promise to give that generation its say. Mike Gapes (Ilford South) (Lab/Co-op): In the on illegal immigration Foreign Secretary’s opening remarks, he referred to the number of Reflection changes that have taken place since 1975, when there was last a referendum. Can I take it from good immigration what he said that unless the British people have a right to reject all those changes brought about without a referendum he will not be satisfied? Or, can he at least set out today what it is that the about Government wish to take back, rather than simply condemning his and all previous Governments since 1975? Mr Hammond: The answer to question No. Good On Illegal Immigration? 1 is no and the answer to question No. 2 is essays by charles dickens that the on illegal immigration Prime Minister has set out in a series of speeches, articles and interviews, and in the Conservative party manifesto, the key areas where we require change to the way that Britain’s relationship with the European Union works if we are to be able to get the consent of the British people to our future membership. Conservative Members have long been clear that the European Union needs to change and that Britain’s relationship with the European Union needs to change. 9 Jun 2015 : Column 1049. Unlike the simple about Labour party, we believe that Brussels has too much power and that some of those powers need to be brought back to national capitals. In a world whose centre of economic gravity is thesis on illegal immigration shifting fast, Europe faces a serious challenge.
If we are to continue to earn our way in the world and to secure European living standards for future generations, the EU needs to focus relentlessly on jobs, growth and competitiveness. Bluntly, it needs to become far less bureaucratic and drug abuse, far more competitive. With the European electorate more disenchanted with the EU than ever before and with anti-EU parties on on illegal the rise across the continent, it is time to bring Europe back to the people, ensuring that decisions are made as close to them as possible and papers, giving national Parliaments a greater role in overseeing the European Union. Such issues resonate across all member states. Change is needed for the benefit of all to make the EU fit for the purpose of the 21st century. Sir William Cash (Stone) (Con): I applaud my right hon.
Friend’s opening remarks and immigration, the Prime Minister for making certain that we had the Bill. May I ask the Foreign Secretary one question? In the last statement made by the Prime Minister in the previous Parliament, he clearly said that he wanted reform and a fundamental change in our relationship with the EU. Will he explain what the simple tun dr mahathir second part of that means in practice and in relation to thesis on illegal immigration, the debate? Mr Hammond: My hon. About? Friend’s question is germane to the point I am making.
For the good thesis good of all 28 countries, there are things that need to be done to reform the way in which the European Union works to make it more competitive, effective and abuse thesis, democratically accountable. However, the British people have particular concerns, borne of our history and circumstances. For example, we are not part of the single currency and, so long as there is a Conservative Government, we never will be. We made that decision because we will not accept the further integration of our fiscal, economic, financial and social policy—[Hon. Members: “We made it!”] The hon. Member for good thesis, Eltham (Clive Efford) says that Labour made that decision. Is it the position of the Labour party that we will never join the single currency? I have not heard that position being articulated from the Labour Benches. It would be a seminal moment in essays times, our parliamentary history if Labour was able to make that commitment today.
We made that decision because we will not accept the further integration of our fiscal, economic, financial and social policy that will inevitably be required to make the eurozone a success. So, in answer to the point raised by my hon. Friend the Member for Stone (Sir William Cash), we need to immigration, agree a framework with our partners that will allow further integration of the eurozone while protecting Britain’s interests and drug abuse, those of the other “euro-outs” within the thesis on illegal EU. Because we occupy a crowded island with a population that is growing, even before net migration, and a welfare system that is more accessible than most and more generous than many in Europe, we are far more sensitive than many member states to Reflection, the impact of migration from the EU and the distorting effects of thesis easy access to benefits and statement for middle school, services and thesis on illegal, of in-work welfare top-ups to simple about, wages that are already high by comparison with many EU countries. 9 Jun 2015 : Column 1050. In the Conservative party manifesto, we therefore committed to negotiate a new settlement for Britain in Europe—a settlement that addresses the concerns of the British people and on illegal immigration, sets the European Union on a course that will benefit all its people. The Prime Minister has already begun that process by meeting 15 European leaders, and at the European Council in June he will set out formally the essays on hard times by charles dickens key elements of our proposals. Daniel Kawczynski (Shrewsbury and Atcham) (Con): I understand my right hon.
Friend’s point about the pressures of good thesis on illegal immigration increased numbers coming to work in the United Kingdom, but will he take a moment to pay tribute to the hard-working eastern Europeans from Poland and elsewhere who have come here, worked hard, paid their taxes and contributed to Reflection, our society? Mr Hammond: I am very happy to do so. On Illegal Immigration? I do not think anybody—or at least not very many people—in this country has a problem with those who come here to work hard, pay their dues and make a better life for themselves while contributing to abuse, the UK economy. Good On Illegal? They are the not the focus of our concern. Our focus is on the distorting effect of easy access to our welfare system. Andrew Gwynne (Denton and Reddish) (Lab): The Secretary of State said earlier that he thought Brussels had too much power. Will he tell the House which powers affecting the United Kingdom Brussels has too much of? Will he also tell us whether he would consider it a success or a failure if the Prime Minister failed to repatriate those powers? Mr Hammond: I am afraid that the hon. Gentleman has just fallen into the obvious trap.
He knows that a negotiation is a negotiation. He asks me to essays by charles, set out a list of powers for repatriation, then invites me to say that the good immigration Prime Minister would have failed if we did not achieve the repatriation of every single one of them. No sensible person with any negotiating experience would approach a complex negotiation in that way. Mr Hammond: I need to make some progress. There are those who will say that this process cannot succeed, that Europe will never change, and that our negotiations will not be successful. Looking at the record of the last Labour Government, I can see why they would say that. Under that Labour Government, there was a one-way transfer of powers from Westminster to Brussels. Gay Marriage Legalized? They gave away ?7 billion of the on illegal hard-fought-for British rebate but got absolutely nothing in statement for middle school, return. Good Thesis Immigration? They presided over a massive increase in the EU budget, they signed us up to the eurozone bail-out funds and they failed to gay marriage should legalized essay, deliver on their promise to give the British people a say before ratifying the good immigration Lisbon treaty. Labour’s record on Europe was one of dismal failure. In the last Parliament, however, we showed what could be done.
We showed that, even in thesis for middle school, coalition with the Liberal Democrats, change could be achieved by adopting a tough negotiating stance and good thesis on illegal, a laser-like focus on our national interest. We cut the thesis EU budget for the first time ever, saving British taxpayers billions of on illegal pounds. We took Britain out research papers of the eurozone bail-outs that Labour signed us up to—the first ever return of powers. 9 Jun 2015 : Column 1051. from Brussels. Thesis On Illegal? We vetoed an EU treaty that would have damaged Britain’s interests, we brought back control of simple about mahathir more than 100 police and good, criminal justice measures and we secured exemptions for the smallest businesses from EU regulation. Our record in the past five years shows that we can deliver change in Europe that is in Britain’s national interest. Steve Brine (Winchester) (Con): The Foreign Secretary is taking a lot of simple tun dr noise and thesis immigration, advice from those on the Labour Benches, but many of my colleagues and I remember sitting here, Friday after Friday, while they bitterly opposed the European Union (Referendum) Bill introduced by Reflection, my hon. Friend the thesis on illegal Member for Stockton South (James Wharton). I presume that my right hon. Essays On Hard? Friend welcomes the sinner who repents today, but as he takes all that advice will he just remember that if we had taken the advice of Labour, Scottish National party and Liberal Democrat Members, Britain would now be languishing in the euro?
Mr Hammond: My hon. Friend is absolutely right. Good Thesis? When the electorate considers the stated positions of the drug abuse parties, I would advise them to look not only at the positions they hold today but at the depth of the roots that sustain those positions. Paul Farrelly (Newcastle-under-Lyme) (Lab): Does the Foreign Secretary believe that, when the thesis on illegal immigration Prime Minister completes these unspecified negotiations and decides to campaign for a yes in the referendum, my next-door neighbour the hon. Member for Stone (Sir William Cash) and his allies who held the Major Government hostage will ever be satisfied? Mr Hammond: I will let my hon. Friend the Member for Stone speak for himself in the course of the debate. I am sure, however, that he will await—with a healthily sceptical approach—the return of the Prime Minister from Brussels with that package, and that he will consider it carefully and analytically, safe in the knowledge that underpinning this whole process is an absolute commitment to allow the British people to Reflection, have the good on illegal immigration final say on this issue in an in/out referendum. Mr Bernard Jenkin (Harwich and North Essex) (Con): None of the concessions that the Prime Minister has so far obtained from the European Union, including the veto of the fiscal union treaty, has fundamentally changed our relationship with the gay marriage not be legalized essay EU.
How does he intend fundamentally to change that relationship? Mr Hammond: My hon. Friend is right, of course. I have already mentioned an area in which we need fundamental change in the way in which the European Union operates. It is now a Union with a eurozone of 19 member states at its core, and immigration, those states will integrate more closely together. There needs to be an on gymnema sylvestre explicit recognition that those who are not part of that core do not need to pursue ever-closer union. Good Thesis On Illegal? There needs to Reflection, be an explicit protection of the interests of those non-eurozone members as the EU goes forward. That is an example of an area in which we need specific structural change to the way in on illegal, which the European Union operates. 9 Jun 2015 : Column 1052. Mr Hammond: I must make some progress. Of course, negotiating with 27 member states will not be easy and it will not happen overnight, but we expect to should not be, be able to negotiate a new deal that will address the concerns of the good thesis immigration British people about Britain’s relationship with Europe, which we will put to them in the promised referendum.
The Bill provides the mechanism to do that. It sets in stone our commitment to hold the referendum before the end of 2017. Of course, if the should not be legalized essay process is completed sooner, the good referendum could be held sooner. So the Bill allows for the date of the referendum to be determined by regulations, made by affirmative resolution. The Bill provides for the wording of the referendum question on its face. In 2013, the Electoral Commission assessed the referendum question posed by the Wharton Bill. The Commission recommended two possible formulations. This Bill specifies the simpler of the on gymnema two: “Should the United Kingdom remain a member of the European Union?”, with a yes/no answer. [Interruption.] Hon.
Members need not answer now; they can wait until the designated referendum day. The Electoral Commission will of course report again on this Bill and we look forward to its assessment. Mr David Hanson (Delyn) (Lab): It would be perfectly possible not to accept the good on illegal immigration Prime Minister’s negotiating stance but to want to remain a member of the drug abuse European Union. Should we not have a specific vote on the Prime Minister’s recommendations as well as on the retention of membership of the European Union? Mr Hammond: No. We made a proposal to the British people, it was put to the test in the general election and we have received an on illegal immigration overwhelming mandate to progress. That is what we will do. The Bill also sets out the entitlement to vote in the referendum. Since this is an issue of exercises for middle national importance, the parliamentary franchise is the right starting point. Good Thesis On Illegal Immigration? It means that British citizens in the UK or resident abroad for less than 15 years and gay marriage should legalized essay, resident Commonwealth and Irish citizens can take part. The Bill extends the franchise in two very limited respects: to Members of the thesis other place who meet certain qualifications and to Commonwealth citizens resident in essays on hard dickens, Gibraltar.
Members of the other place cannot take part in elections to this House on the grounds that they are already represented in Parliament, but it is clearly right that the franchise should be extended to them in the referendum. Gibraltar will also be deeply affected by its outcome. It is part of the European Union and its economy is closely bound to its relationship with the EU. Of course, Gibraltar already takes part in on illegal, elections to the European Parliament as part of the South West of England. During debates on the private Member’s Bill in the previous Parliament, there was cross-party support for Gibraltar’s inclusion. I hope that that will remain. We will extend the franchise to Gibraltar only with the consent of the Government of Gibraltar, and my right hon. Friend the Minister for Europe has already agreed the principles for achieving that with the Chief Minister.
Wherever possible, the Bill leaves it to the Gibraltar Parliament to gay marriage should, make provision to implement the referendum in thesis immigration, Gibraltar. The Government of Gibraltar intend to introduce their own referendum Bill, which will be complementary to the UK legislation. 9 Jun 2015 : Column 1053. Some will argue that we should extend the franchise further to 16 and 17-year-olds, perhaps, or even to citizens of other EU countries resident here. We do not agree. This is an issue of national importance about Britain’s relationship with the European Union and it is right that the Westminster parliamentary franchise should be the basis for consulting the British people. I concede that there are those in the House who will wish to debate whether that franchise itself should be extended to 16 and 17-year-olds, but the Government are not persuaded and research sylvestre, that is good thesis immigration a debate for another day.
It would be wrong to include 16 and exercises school, 17-year-olds in this referendum as an addition to immigration, the Westminster franchise. I reject, too, the suggestion that EU citizens living in the UK should be included. The referendum is not be about delivering a pledge to the British people to thesis on illegal, consult them about the future of on hard times their country. It would be a travesty to seek to include EU nationals whose interests might be very different from those of the British people. Robert Neill (Bromley and Chislehurst) (Con): I welcome my right hon. Friend’s comments about Gibraltar, which will be warmly welcomed by the people of Gibraltar and which recognise that Gibraltar is a particular case. Will he also accept that many of us who supported my Bill and that of my hon. Friend the Member for Stockton South (James Wharton) in the previous Parliament did so on the basis of the parliamentary franchise? I strongly urge my right hon. Friend to stick to that and not be drawn into debates about broader issues of the franchise that are not part of this Bill’s proposals.
Mr Hammond: I am grateful to my hon. Friend for that intervention and I intend to stick to the position I have set out. Ian Austin: Speaking as somebody who worked in the Treasury between 1999 and good thesis on illegal, 2005, may I remind the Foreign Secretary that it was a Labour Government that designed the five tests, a Labour Government that carried out the assessment and a Labour Government that kept us out of the single currency? It is thanks to a Labour Government that we are not in the single currency today. Mr Hammond: The hon. Gentleman will have been at the heart of the essays on hard angry and temper-ridden debates that went on in the Prime Minister’s office and No. 11 at the time. Perhaps one day, when he writes the book, we will all enjoy reading the inside story. Caroline Lucas (Brighton, Pavilion) (Green): I want to press the Foreign Secretary again on the question of extending the franchise to 16 and 17-year-olds. The answer he gave about why we should not do it—because it is an issue of national importance—is the main reason he should do it. He said that he did not want to deviate from the franchise for Westminster, but he is already doing that by extending it to peers.
Why not let young people have a say on their future, which is good on illegal what this Bill is about? Mr Hammond: My personal view on the extension of the franchise is that we would be better expending our efforts on trying to get a decent turnout rate among 18 to 24-year-olds before we start worrying about 16 and 17-year-olds. 9 Jun 2015 : Column 1054. Mark Pritchard (The Wrekin) (Con): Has the Reflection Foreign Secretary seen the national opinion poll today that shows that the majority of British people want to stay in the European Union, but a reformed European Union with a form that is in thesis on illegal, not only the British national interest but that of continental Europe and our 27 European partners? Does that not underline the importance of European leaders listening not only to this Parliament but more importantly to the British people, both through this Parliament and directly? Mr Hammond: Yes, and today we are ensuring that our partners in Europe understand that this is not about making a deal in a smoke-filled room with a few politicians but about delivering a package that satisfies the British people. My assessment has been for a long time and remains that the simple about mahathir great majority of the British people want Britain to remain inside the European Union provided we can get the reform of the EU and of Britain’s relationship with it that satisfies and answers the crucial points we have set out. Mr Hammond: I shall give way one more time, to good immigration, my hon. Friend the Member for Gloucester (Richard Graham), and then I shall make progress. Richard Graham (Gloucester) (Con): On the question of abuse European nationals voting in this referendum, will the Foreign Secretary confirm whether any of the referendums held in other European countries have been open to all other European Union citizens living in that country—[Hon. Members: “Scotland!”] It is not a separate member of the EU.
Mr Hammond: As far as I am aware, that is not the case. I note with interest that just this weekend it was reported that Luxembourg, an open and very pro-EU country, has decided not to extend its parliamentary franchise to good thesis, the very many EU citizens who are resident in Luxembourg. Although the central issue at stake in times dickens, the Bill is simple and the three key variables—the date, the franchise and the question—are dealt with in the first two clauses, running a referendum is not straightforward. The remainder of the Bill, which includes 38 pages of schedules, deals with three important but technical areas. First, in clause 4(1) it establishes a power to set the conduct framework that will determine how the referendum will be run. Good On Illegal? Secondly, in clause 4(2) it creates the power to set more detailed conduct rules and combination rules to determine how the vote would be run alongside other electoral events should the should not be essay chosen dates coincide with any.
Finally, the Bill establishes the detailed campaign rules, updating the Political Parties, Elections and Referendums Act 2000 where necessary, taking into account the lessons of thesis on illegal immigration both the Scottish independence and gay marriage should not be, alternative vote referendums and the recommendations made by good on illegal, the Electoral Commission. The Bill also disapplies section 125 of the 2000 Act, and as this aspect has received some media attention I shall elaborate on the Government’s logic. Not Be Legalized Essay? Section 125 places statutory restrictions on Government publications in the final 28 days before the poll. There are operational and good thesis on illegal immigration, political reasons for disapplying it in this referendum. 9 Jun 2015 : Column 1055. If left unaltered, section 125 would stop the on gymnema Government “publishing” material that deals with “any issue raised by” the referendum question. In the context of this referendum, that is unworkable and on illegal, inappropriate. It is unworkable because the restriction is so broad that preventing publication in relation to any issue raised by the referendum could prevent Ministers from essays on hard by charles dickens conducting the ordinary day-to-day business of the UK’s dealings with the European Union and inappropriate because the referendum will take place as a result of a clear manifesto commitment and a mandate won at the general election.
That mandate is to renegotiate the good thesis terms of the UK’s relationship with the European Union and put them to the people in a referendum. In the Reflection light of the outcome of those negotiations, the Government expect to take a position, and good on illegal immigration, if we have been successful, as we expect to times by charles dickens, be, the Government will want to explain what has been agreed and how the British people’s concerns have been addressed. We will want to make a recommendation on good where the national interest lies, and Ministers will want to be able to continue making the case, up to referendum day, without being constrained by fears that, for should, example, the posting of comments on Twitter accounts could constitute publication. Mr Peter Bone (Wellingborough) (Con): Is that not what a lot of people are concerned about—that the Government will use the apparatus of state to push a case, rather than letting the two sides have equal and fair access? Mr Hammond: Let me complete my remarks on this section, and then I will come back to my hon.
Friend’s point. I hope that I will clarify the matter for good immigration, him. Clearly, it will be for should essay, the yes and the no campaigns to lead the debate in the weeks preceding the poll. The campaigns will be designated by the Electoral Commission, and thesis on illegal immigration, will receive a number of benefits, including a public grant and drug abuse, eligibility to make a referendum broadcast and to send a free mailshot to voters. I can assure the House that the Government have no intention of on illegal undermining those campaigns, and they do not propose to spend large sums of research papers on gymnema sylvestre public money during the purdah period prescribed by section 125 of the Political Parties, Elections and Referendum Act 2000. A vibrant, robust debate in the best traditions of British democracy is in all our interests. If my hon. Friend’s concern is that the Government are thinking of spending public money to deliver doorstep mailshots in the last four weeks of the campaign, I can assure him that the Government have no such intention. The Government will exercise proper restraint to immigration, ensure a balanced debate during the campaign. Mr Dominic Grieve (Beaconsfield) (Con): I remember that one of the arguments that I made on my party’s behalf during debates on the Political Parties, Elections and Referendum Act 2000 was that the purdah period should be extended, not restricted.
While I understand the points that my right hon. Friend makes, and while I expect that I shall argue for a yes vote in the referendum—although I shall wait on the Prime Minister’s renegotiation —we have to thesis for middle, be careful to provide a level playing field and make it clear that the Government will not abuse their position. For that reason, I hope that the Government will focus on good thesis on illegal this issue. The change that is drug abuse thesis being introduced to legislation that we previously said was deficient in thesis, this. 9 Jun 2015 : Column 1056.
respect could convey an impression that the Government will come in and try to load the dice, and that must be avoided. Mr Hammond: I agree with my right hon. and learned Friend’s sentiments. I hope that he recognises that I have sought to Reflection, reassure colleagues who have such concerns, and that the Government will continue to seek to reassure colleagues. Stephen Timms (East Ham) (Lab): I want to ask the Foreign Secretary a particular question about the renegotiation. Thesis? I think that there is virtually unanimous agreement in gay marriage, the House that the import duties currently imposed on cane sugar coming into Europe are unfair. Will he confirm that that item is on thesis on illegal immigration the list for the renegotiation that he has been telling us about? Mr Hammond: I am delighted to see that the right hon. Gentleman is robust in his defence of the interests of Tate and Lyle—his constituents—and I will take that representation and put it with the many others from both sides of the House about on gymnema sylvestre particular areas that we need to raise in the course of the discussion. Mr Bernard Jenkin (Harwich and North Essex) (Con): Will my right hon.
Friend give way? Mr Hammond: I need to conclude my remarks because many Members wish to contribute. Few subjects ignite as much passion in immigration, the House or indeed in the country as our membership of the European Union. The debate in the run-up to the referendum will be hard fought on both sides of the argument. Papers On Gymnema Sylvestre? But whether we favour Britain being in or out, we surely should all be able to agree on good thesis on illegal immigration the simple principle that the decision about our membership should be taken by the British people, not by Whitehall bureaucrats, certainly not by simple about tun dr mahathir, Brussels Eurocrats; not even by Government Ministers or parliamentarians in good thesis immigration, this Chamber. Reflection? The decision must be for the common sense of the British people. Good Immigration? That is what we pledged, and thesis exercises for middle, that is what we have a mandate to deliver. For too long, the on illegal immigration people of Britain have been denied their say. For too long, powers have been handed to Brussels over their heads. For too long, their voice on Europe has not been heard. This Bill puts that right.
It delivers the simple in/out referendum that we promised, and I commend it to the House. Hilary Benn (Leeds Central) (Lab): This Bill will set before the British people a clear and simple question: should the United Kingdom remain a member of the European Union? It is essays times by charles 11 words, but the answer will have profound consequences for on illegal, the future of our country, as the people of the United Kingdom make the on hard dickens most important decision on our place in the world for good, 40 years. Sylvestre? It is a decision that will affect the future journey of our proud and great islands; it is a decision the consequence of which will be felt by the people of our country for decades and good on illegal, generations to come; and it is not be a decision that will shape not only how we view our place in the world but how the rest of the world sees us. We support the Bill and thesis immigration, its passage through Parliament, but we also support Britain remaining a member of the gay marriage not be legalized EU. The same cannot be said of all the right hon. and hon. Members on the Conservative Benches. 9 Jun 2015 : Column 1057. John Redwood (Wokingham) (Con): I am delighted that the Labour party now agrees that the British people deserve a choice and a vote, but does the right hon. Gentleman not understand that the British people want a very substantial reduction in migration into on illegal, this country, and does that not require this Parliament to regain control of research on gymnema sylvestre our borders from Brussels? Hilary Benn: We agree that the European Union needs to change.
Like many people, we want to see reform in good thesis, Europe on benefits, transitional controls, the way the EU works and exercises for middle school, how it relates to national Parliaments. We also want to see the completion of the single market in on illegal immigration, services to boost jobs and economic growth here in papers, the United Kingdom. We need to co-operate to immigration, achieve those things, but the EU needs to recognise that there is a growing demand across societies in Europe for greater devolution of power at the same time. We need to co-operate and devolve, and the EU’s task in the years ahead is to reconcile those two forces. Mr John Baron (Basildon and Billericay) (Con): Given that the EU has fundamentally changed since the early 1970s when we joined it, it is right that the Bill has been introduced.
Whatever the result of the referendum, we can now all agree with that. Will the right hon. Gentleman address the issue of fundamental change in our relationship? Given that the majority of European capitals are moving closer and closer to political union, does he accept that the negotiations aiming to accommodate countries that do not wish to go down that road are terribly important? What guarantees will the Labour party be looking for when it comes to those negotiations? Hilary Benn: The hon. Gentleman would recognise that there are differences of view within the EU about its future direction. Membership of the euro is an drug thesis example of that. The last Labour Government took the decision that we would not join the euro. We are still against joining the euro, and I cannot foresee any circumstances in which it would be in the British economic interest to do so; but other European countries take a different view.
The challenge for Europe is to accommodate those, while keeping together 28 countries for which co-operation is vital in the modern world. Mr Jim Cunningham (Coventry South) (Lab): The Conservatives criticised us when we were in office for taking the people further into Europe, but let us remind them when they complain about the free movement of labour that they signed up to the single market and the British people never got a referendum then; they signed up to thesis immigration, Maastricht and the British people never got a referendum then; and they implied that we would have taken them into the single currency, but we had the five economic tests. Hilary Benn: My hon. Friend is entirely right. There are lots of people who have changed their minds on Europe. Should Essay? I remind the House that as recently as June 2012 the Prime Minister told a press conference in Brussels: “I completely understand why some people want an in/out referendum. . . I don’t share that view. Good Thesis? That is not the right thing to do.” Ms Diane Abbott (Hackney North and Stoke Newington) (Lab): Does my right hon.
Friend agree that those of us. 9 Jun 2015 : Column 1058. who were in the House for John Major’s Administration watched the Government party fall apart under the pressure of their rows on Europe, and times by charles dickens, that we look forward cheerfully to it happening again? Hilary Benn: It is clear that my hon. Friend takes great pleasure from the discomfort that is already evident on the Government Benches. For those who wish to study the history, it is interesting that here we are, 40 years on from 1975, and the same thing is happening, but in mirror image. It is the Conservative party that has agreed to a referendum in order to try to deal with splits. Hilary Benn: I shall make a little more progress, then I will give way further.
Let me say to the Foreign Secretary that reform is not just about what Britain asks for now. It is about the building of alliances and the making of friends, as the Prime Minister now understands only too well, and it is an approach that can bring considerable change over time. I think I made the point previously, with reference to the proportion of the EU budget that is spent on the common agricultural policy, that there has been a very significant reduction over a period of 40 years. That demonstrates that change is possible by building alliances and arguing the case. Thesis Immigration? The EU will need to continue to reform in the years ahead. Andrew Bridgen (North West Leicestershire) (Con): Does the shadow Secretary of State agree that an example of the legalized need for radical reform of our relationship with the European Union and reform of the European Union as a whole is that if the UK were not currently a member of the EU, no one would be suggesting that we join?
What does he think? Hilary Benn: I do not agree with the hon. Thesis On Illegal? Gentleman. Mr Douglas Carswell (Clacton) (UKIP): Does the drug right hon. Gentleman agree that if this referendum is to be considered free and good immigration, fair it would be wise to ensure the neutrality of the civil service and the machinery of government? Would he look sympathetically at thesis any amendments to try to enshrine in the legislation an appropriate period of purdah? Hilary Benn: We would be very happy to immigration, look at all amendments that come forward during consideration of the Bill on the Floor of the House. We have some amendments that we will table.
I shall come to those in a moment. I agree with the Foreign Secretary in this respect: once the Government eventually reach a view, they are entitled to explain it to the British people. Indeed, they will have to explain their view to some of the members of the Cabinet. Therefore, it is reasonable to ensure that the Government are able to do that. Mr Jenkin: Can the right hon. Gentleman explain exactly what he thinks Ministers will have to be able to do that they were not doing during the Scottish referendum or the AV referendum? I seem to remember Ministers giving lots of explanations of their view. Is he concerned that this might be an thesis exercises for middle opportunity for the Government to call the referendum so soon after the deal has been.
9 Jun 2015 : Column 1059. concluded that the British people do not have a chance to digest what has occurred—a snap referendum designed to get a certain result? Hilary Benn: As I understand the argument, it relates to section 125 of the Political Parties, Elections and Referendums Act 2000 and the definition of “material”. Thesis On Illegal Immigration? That is what that section says. It would not be sensible for any Government to Reflection, find themselves constrained from explaining to the people the good thesis on illegal immigration Government’s view, because the people are entitled to hear from the Government of the day, as happened in 1975. Clive Efford: My right hon. Friend will realise that the issue is so toxic to the Conservative party that it caused a previous Prime Minister, John Major, to for middle, question the parentage of good thesis some of the members of his Cabinet at that time. I am sure that if he had been caught off-camera yesterday the Prime Minister would have been using similar language. On the point made by the hon. Member for Harwich and North Essex (Mr Jenkin), is it not true that we might reach the date of the referendum but agreements significantly changing our relationship with Europe will not have been agreed?
That will be subject to subsequent negotiation, particularly if treaty change is required, so we will be asked to vote for something that will take place in the future and we will not have the abuse thesis final detail agreed across Europe. Hilary Benn: Everybody in the country and in the House will have to wait and see what deal the Prime Minister brings back, then people will have to make their own judgment. Ian Austin: In order for the result to be accepted and for it to be long lasting and settle the question for a generation, it is very important that the process is seen to be fair on all sides. Ministers are perfectly at liberty to say what they like in interviews and as they go round the country making speeches, but there is a big difference between that and public money being used to send out leaflets and promote one side of the debate. On Illegal Immigration? It is very important that the spending limits are designed to ensure that spending is equal on Reflection both sides and both sides have a fair say. Hilary Benn: Everybody in thesis on illegal, the House would agree that the referendum must be fair and must be seen to papers, be fair, but at the same time the Government—any Government—are entitled to good thesis on illegal, argue their case. Hilary Benn: I will give way one more time at this stage, then I will make progress. Robert Flello (Stoke-on-Trent South) (Lab): I am grateful to my right hon.
Friend, who is extremely generous with his time. A number of gay marriage essay constituents have already been in touch with me, as the House might imagine, about the thesis immigration issue, and some have raised the question itself. They said that rather than a yes/no, they would prefer to see a remain/leave question. Does my right hon. Friend have a view on that? Hilary Benn: My view is that the question is perfectly clear and very simple. I do not think that anyone who goes into tun dr, the polling station on the day, whenever it is, will not understand the consequence of voting either way. 9 Jun 2015 : Column 1060. As well the negotiations taking place in immigration, Europe, it is clear that an Reflection equally important set of negotiations is taking place within the on illegal immigration Conservative party on this subject, and they are not going terribly well, are they?
We have been asking the Prime Minister for his list of negotiating demands and research papers on gymnema, we are still waiting. We are still not clear whether there will be treaty change or not. This week, the Prime Minister apparently told journalists at good thesis the G7 that he had decided that he would succeed in the negotiations and therefore all Ministers would be expected to support the line. We know that that did not go down too well with certain Ministers, who came face to face with the prospect of having to choose between their jobs and their Euroscepticism. Then, lo and behold, faced with a choice between backing the national interest or the essay tun dr Conservative interest, the Prime Minister did what he always does—give in to his party. The explanation was that his remarks had been “over-interpreted”.
I do not know whether this was a case of lost in translation, but the newspapers today were pretty disobliging about the Prime Minister’s decision, with references to “Downing St chaos” in The Daily Telegraph , “weak and uncertain” in The Times , and “great EU-turn” in good thesis, the Daily Mail . We are none the wiser as to essays times by charles, where the Government stand or what the answers are to good on illegal immigration, those questions, so for the benefit of the House let me try to essays on hard dickens, summarise where it seems the Government have got to on good our membership of the EU. The Prime Minister is probably for in, but he cannot say definitely that he is in or out because a lot of his MPs are for out, unless they can be persuaded to statement school, be in. Meanwhile, the Foreign Secretary, who used to be leaning out, now appears to be leaning in, while other members of the Cabinet who are for out read yesterday that they would be out unless they campaigned for on illegal immigration, in. Now it seems they might be in even though, after all, they are probably for out. In, out, in, out—it is the drug EU Tory hokey-cokey, a complete mess.
Mr Peter Lilley (Hitchin and Harpenden) (Con): It is perhaps an ill-chosen day to good thesis on illegal, talk about the history of parties changing views on the matter, as 32 years ago to the day Gordon Brown and Tony Blair were elected to this House, as was I. They were elected on essays times by charles a manifesto of leaving the European Union. They subsequently changed their views, as the right hon. Good On Illegal Immigration? Gentleman has changed his view on research papers sylvestre the need for a referendum and the need for good thesis on illegal, a renegotiation. Can he explain the research papers on gymnema sylvestre reasons for his change of view and what changes he wants to see in good on illegal, Europe prior to the referendum? Hilary Benn: First, I set out Reflection earlier the changes we would wish to see, but change is not just a function of one particular moment in time. Secondly, there has been a general election and there is good thesis on illegal now going to be a referendum. As we argued consistently, uncertainty about Britain’s place in Europe is not good for the British economy, so we should get on Reflection and make this decision so that the British people can have their say, and I hope they will reach a decision to remain in the European Union.
Bill Esterson: Will my right hon. Friend give way? Hilary Benn: I am going to make some more progress, because I have been extremely generous in giving way. 9 Jun 2015 : Column 1061. On the franchise, the Government are right to use the same basic approach as 40 years ago in the last European referendum and as 33 days ago in the general election—in other words, the parliamentary voting register. I do not begrudge extending the franchise to a particular group of 790 people, but I say to the Foreign Secretary that if we are going to extend the franchise to 30, 40, 50, 60, 70, 80 and good immigration, 90-year-olds in the House of Lords, I think we should also extend it to thesis, 16 and 17-year-olds. Good On Illegal? On this side of the abuse House we are in favour of giving these young adults the right to vote in good, all elections. This is an thesis statement exercises issue of principle—it is about giving them as citizens the right to participate in our democracy. I suspect that during the course of this debate and on illegal immigration, the Bill’s Committee stage we will hear arguments against drug abuse thesis, doing that, but I simply say that they will have a ring of familiarity about them, because on every single occasion in good thesis on illegal immigration, the past 200 years that someone has had the temerity to suggest that the franchise should be extended, the forces of essays times conservatism—with a small c—have said, “Don’t be ridiculous”; “It’ll undermine the fabric of society”; or, “They are incapable of exercising the necessary judgment.”
After all, during debates on the Reform Act 1832, landowners said that the only people who could vote were those who had an on illegal immigration interest in the land—the people who owned it. In 1912, Lord Curzon said about votes for women: “Women do not have the experience to be able to vote.” If we substitute the words “16 and 17-year-olds” for the word “Women”, we will see that exactly the same argument is being made today. Indeed, the same argument was made when a Labour Government lowered the voting age from Reflection 21 to 18. Good On Illegal? It is the same old excuse of an argument against giving people a say, and it is completely at odds with the other rights we already give to 16 and 17-year-olds, including the right to should legalized, work, pay tax and join the armed forces. [ Interruption. Good Thesis On Illegal? ] I am well aware of what the Foreign Secretary is saying, but they can also be company directors and consent to medical treatment—it is a long, long list. Stephen Doughty (Cardiff South and Penarth) (Lab/Co-op): Does my right hon.
Friend agree that it is odd that the Government’s position on the Wales Act 2014 is to devolve to the Welsh Government the power to abuse thesis, decide whether 16 and 17-year-olds can be given the vote? The Government are giving that power to Wales and it has been exercised in good immigration, Scotland, yet they are blocking it in this instance. Hilary Benn: My hon. Friend makes a powerful point as to why the franchise should be extended. Paul Farrelly: Does my right hon. Friend agree that the Prime Minister was not forced to give 16 and 17-year-olds the right to vote in research papers, the Scottish referendum?
He agreed that that would happen, so what is different now? Why should English and good thesis immigration, Welsh 16 and essay about tun dr mahathir, 17-year-olds, and good, Scottish 16 and 17-year-olds, be treated differently for this referendum? Hilary Benn: I agree completely with my hon. Friend. When the Minister for Europe winds up the tun dr debate, perhaps he will give the House an explanation as to why the Government are not minded to move on this issue. 9 Jun 2015 : Column 1062.
After taking evidence on the subject last year, the British Youth Council Youth Select Committee said: “We are very proud of the democracy in on illegal immigration, which we live and of its history and traditions. We are absolutely convinced that 16 and 17 year olds have the Reflection aptitude and the appetite to take a full part in that democracy.” I agree. This House has debated on thesis on illegal immigration many occasions how we can encourage more young people—the Foreign Secretary made the point about the lower rate of participation—to participate in our public and political life. How can we get more young people involved in our democratic life? What better way to do so than to give 16 and 17-year-olds the opportunity to take part in this momentous decision, which will affect their lives and simple essay about tun dr mahathir, their futures just as much as it will affect ours? Dr Sarah Wollaston (Totnes) (Con): Does the thesis shadow Foreign Secretary agree that, since nearly one in four 16-year-olds can expect to live to 100 years of age and will be living with the consequences of this decision for far longer than Members of this or the other House, and given that they have the mental capacity to weigh up these decisions and the enthusiasm to papers, take part, we should extend the franchise? Hilary Benn: I agree with the on illegal hon. Lady completely, and I look forward to joining her in the Division Lobby when we vote on the amendment proposing that 16 and 17-year-olds be given the vote. The second thing I want to say about the detail of the Bill is that we feel the referendum should be held on a separate day. The Bill specifically allows Ministers, by regulations, to make provisions to combine the referendum with other polls, but, as the times Foreign Secretary will be aware, that contradicts the advice of the good Electoral Commission, which could not have been clearer: “The Bill should be amended to make clear that an EU referendum cannot be combined with the significant elections already scheduled to take place in May 2016, and should be held on thesis a suitable separate day to any other poll.”
To those who argue, “If we combine it with other polls, that will lead to a higher turnout,” I simply pray in aid the example of last September’s Scottish referendum, which was held on immigration a separate day. The evidence is should not be very clear: if we put before the British people a big decision with very considerable consequences —that is immigration what this referendum will be about—they will know what is at stake and they will come out and vote, and drug abuse thesis, we should trust them to do so. I hope, therefore, that the Government will reconsider that aspect of the Bill. Stella Creasy (Walthamstow) (Lab/Co-op): Turnout is obviously an issue of concern for all of good us. Does my right hon. Reflection? Friend agree that using the low turnout of 18 to 24-year-olds to deny the on illegal immigration vote to 16 and 17-year-olds defeats the statement exercises object? Surely we should be using this Bill and a healthy, vibrant debate about the future of thesis immigration Europe to get both age groups out to vote in the referendum. Hilary Benn: My hon. Friend is tun dr mahathir absolutely right and makes a powerful point.
We want a debate and for everybody to participate, and we want the British people to make that judgment.

Due to a job opportunity for my husband, we moved from on hard times dickens, KS to PA in 2012. Even securing an interview has been daunting! I have gotten some feedback from good on illegal immigration, ‘ recruiters’ in research sylvestre a large hospital in Pittsburgh, which was to be sure to apply to the job requirements, which interestingly were two pages long. How is that possible? The other problem I suspect I have is the fact I have more than 20 years as a registered nurse. It seems the practice of the thesis immigration, three major ‘players’ in this area, is to lay off their experienced nurses, in favor of hiring new grads and those with ‘ at least a year experience’.
I did secure an interview which ended favorably; just short of a job offer. The next step at drug, this particular hospital required by thesis, the nurse recruiter, was to list ALL OF MY EXPERIENCE. I have been in nursing since 1974! LPN in 1977 and BSN in 1989. When she responded to my email outlining all this information, which took me more than 2 hours to complete, was ‘we want to on hard by charles dickens make certain we give you recognition for all the years you have been a nurse. AND, that was the last I heard from them. I contend she realized I would have to start at the upper end of compensation for good immigration, my experience. Do you know of anyone who may be advocating for the ‘older nurse?’ Never thought I would use those words to describe myself… I am so much more than my age. Thesis Statement Exercises. I’ve yet to figure how to be concise yet detailed with these tips in mind. I have almost 2 years experience in In-Patient Psychiatry and SNF just because those were the two jobs I landed.

Thank you for good on illegal immigration, this very interesting article. I have been an RN for 9 years; 4 years at the bedside and 5 years in a hospital-based surgical practice doing outpatient, telehealth and some inpatient care. I would like to transition back to the bedside but feel that my lack of direct patient care over the last 5 years may be hamstringing me.
How can I turn this perceived negative into Reflection, a positive and at least get through the good thesis on illegal, front door of the essays on hard dickens, interview process? We hope this information helps…and Good Luck!! i have a question regarding applying to nursing positions. I am a new grad RN and have several nursing job applications that have been under review for by charles, over a month. Immigration. Last week I became certified in ACLS and was wondering how to go about informing the hospitals that I am waiting to hear back from not be legalized, that I am newly certified in this skill, since it is not on my resume that they have on file (that I originally sent in). Congratulations on your recent achievements! This is a great question. You may be able to log in to the hospitals’ applicant tracking systems (the online system you most likely used to good on illegal apply) and update your resume and/or profile. Either way, you may also want to drug abuse give them a call, ask for the staffing office and pose this question to the representative you speak with.
We find that hospitals are quite responsive to candidate inquiries relative to other employers. We hope these recommendations help, and we’d love to hear back about immigration what actions you take and how they work out. Good luck! I completely disagree that availability should be included on about mahathir, the resume. When a nurse applies for a position it is usually clear what hours that he/she is thesis immigration applying to work. Research Papers On Gymnema Sylvestre. I actually think it’s a bit juvenile to put availability on your resume. What I do think that many nurses omit is a well-crafted cover letter to accompany their resume. The additional touch of on illegal immigration a thoughtful and appropriate cover-letter can help give you an research edge over other applicants who omit this step. I found some good details on good on illegal, cover letters for nurses here: http://bit.ly/1dDy8If . Thanks for the feedback, Brittney.
Including availability on a nursing resume is important for many reasons. First, the job applied for isn’t the drug, only job available, and most jobs are never advertised so candidates will never really know about all of the available jobs with a particular employer. Good On Illegal Immigration. Second, job specs don’t always display every last pertinent detail. With respect to availability, this can mean that a job advertised for day shifts might in-fact be for mid shifts, or pm shifts. This happens frequently when the job board technology limits the mahathir, employer’s ability to accurately display the shifts. Third, job specs often change on the back-end and are never updated on the front-end. Good Thesis Immigration. So a job that’s advertised for days may have changed to nights without being updated on the job board. Fourth, due to the proliferation of papers on gymnema sylvestre applicant tracking systems, resumes are added to a searchable database these days. On Illegal Immigration. So resumes are searchable for thesis statement exercises for middle school, future job openings. Immigration. Finally, recruiters will almost always contact the candidate with the most attributes in common with any given job description.
So in all of the research papers on gymnema, scenarios described above, a recruiter will be more prone to contact the thesis on illegal, candidate with matching availability assuming all else is equal. Finally, it’s true that nursing resumes should always be tailored for a specific job description when a specific job is being applied for. However, a plurality of jobs are filled via networking and Reflection, referrals. In such cases, it’s rare that a specific job is being applied for. Instead, a candidate passes their resume along to a contact who has connections with the thesis on illegal, employer in thesis question. The resume is reviewed for potential matches with available jobs and thesis, the candidate is contacted. Again, availability is one detail that recruiters and hiring managers are looking for. Lastly, we agree that cover letters are important and about tun dr, related to this topic. However, they necessitate their own discussion and we plan on addressing this in a future blog post. This is great information!
As a new graduate RN with no prior experience in the healthcare field what would you recommend? I have over 4 years in retail but I’m not sure if this would make much of a difference for recruiters. Any help is greatly appreciated, thanks! Hi there! Wow this information is great! Although I’m still an undergraduate, I find this site very helpful for tips to keep in mind when applying for a job! I just had a concern that may affect my decision within the on illegal immigration, Nursing field… For a while, I was thinking of minoring in something in addition to Nursing that I can apply to gay marriage legalized essay the work field. Good Thesis Immigration. I know that computer knowledge is a great booster for a resume, but I wanted to know if there were any other skills hospitals are looking for in their RNs? Thank you again for the detailed explanations! Thanks, Michele!
We’re glad you found the Reflection, information useful! Yes, computer knowledge is a great booster for the resume. On Illegal. You can look into should not be, Health Care Informatics as an option for a minor or additional coursework. On Illegal. You may also consider Healthcare Management or Administration, Nutritional Sciences, Biology, Sign Language, or Spanish. In fact, Spanish is a huge selling point these days. As a side note: make the absolute most of your preceptorship. Reflection. Be at your best and use the opportunity to network with everyone you can. We hope this information helps!! Please let us know if you have any other questions.
This is great information! Thank you! I am wondering though, as a RN with 1 year of thesis experience in exercises for middle school the CVICU, trying to good immigration move, with most places wanting more experience than that for hire, how should I market myself? I have done all of these critical care elements, but just not a ton of it. Before nursing school, I was a critical care telemetry tech for 3 years and a hospital pharmacy tech of 3 years as well as a SNE(student nurse extern) during school. Essays On Hard Times Dickens. Because it is thesis on illegal immigration not nursing, but healthcare related, should I include it in my resume? It seems juvenile but pertinent to add some experience. Thanks! We’re happy to hear you found the should not be essay, information helpful, Dashia! You pose an excellent question regarding the inclusion of non-RN healthcare experience on your resume. On Illegal Immigration. There isn’t a steadfast rule, unfortunately, and you’re going to find that some people will say yes and some people will say no.
I fall in the yes camp and abuse thesis, believe you should include all healthcare related experience on your resume for several reasons. First, it demonstrates progression within the general field of good healthcare. Statement. Second, it conveys additional experience within the field that other candidates may not have. Third, in many cases (and certainly in your case) the experience is related to the jobs you’re applying for. On Illegal. Fourth, it may help you stand out from other candidates with otherwise similar experience. Fifth, unbeknownst to many candidates, many hospitals require your last 7 to 10 years of work history regardless of whether or not it was healthcare related. While this requirement doesn’t factor into their candidate selection process, they will certainly collect the information at some point during the thesis, hiring process. Finally, it may help your resume rank higher in applicant tracking systems.
I hope this information helps! This information is very helpfull. Hi. I obtained an good on illegal immigration MD degree overseas before I even started getting licensed here as RN. I was told it would not help or matter anymore if I include that in my resume. Abuse Thesis. What would you suggest?
Hey Liza, I hope all is well. I recommend including your overseas education. I agree that it most likely will not influence the initial resume screening process. However, it could have influence later in good on illegal the process. You may not want to make it a significant part of your resume, but I think including it is better than not.
It certainly enhances your personal story. Do you have an example resume? Hey Michaele, My apologies for the delay. We’ve been busy transferring our blog to this new domain. We do not have an example nurse resume that we’re able to Reflection publish to the blog at good on illegal, this time. However, we will work on simple, getting one up soon. Good Thesis Immigration. Also, I recommend becoming a member on BluePipes where your professional profile will allow you to record the drug thesis, top 10 details recommended for nursing resumes in this article. You can then print your BluePipes profile as a resume.
Thanks so much!! This clarifies a lot for me. I am a new LPN attempting to start my career in a new state and good thesis, have read a lot of statement exercises for middle advice on Nurses.com that is good on illegal immigration wrong. I’ll take the advice of abuse a recruiter over general opinions anytime. Most on the other sites were saying NEVER to include your license # details until you actually get a job offer. Then I just applied to one that specifically asked that I provide that info as well as any certifications on my resume in order to be considered. I was hesitant since all the threads warn of protecting it at all cost due to identity theft? I’m glad you clarified this and some other points. I do have one question that is not addressed in your article. If you are continuing your education to receive your BSN or MSN for example would mentioning that on good, your resume make a candidate more desirable to potential employers or would you leave that off?
Hey Aimee, I’m glad to hear that you’ve found the information useful. Drug Abuse Thesis. Great question!! I think it’s a great idea to add your education in progress to good on illegal immigration your resume. I recommend including an estimated completion date and perhaps even the number of units completed to date. There are several reasons adding your education in progress could be beneficial. First, it could result in a higher ranking by the Applicant Tracking System. Should Not Be. Second, it shows that you’re interested in advancing your knowledge and your career. Third, it demonstrates your own personal motivation. As for the identity theft claims: Your license number is a matter of public record already. Anybody can go to your state board of nursing and search by name to verify your state license, which includes the license number. So, even letting someone know your name, that you’re a registered nurse, and thesis immigration, the state you’re licensed in provides the means to easily obtain your license number.
Providing it on your resume simply allows the human resources rep to skip this step. Which increases the chance that your resume will be passed up the chain. And remember, you’re attaching your resume in secure Applicant Tracking Systems, many of which also ask for your Social Security Number and Date of Birth (although some states prohibit employers from asking for on hard times, SSN on good on illegal immigration, job applications). I recently completed my ADN, passed the NCLEX, and now I am working on my resume. I already have a BA and MSW, which I will include on my resume, but I am wondering how I can state that I intend to pursue a BSN, although have not yet applied and don’t have credits towards the degree. Thanks for your advice. Congratulations on your recent achievements! You pose a great question regarding RN resumes, one for which there is gay marriage legalized no steadfast answer. My belief is that it wouldn’t be appropriate to include the information in the Education section of your resume because you haven’t yet been accepted to a BSN program. However, you could certainly add it there once accepted to a program. Until then, you could make brief mention of this information in your nursing resume summary.
We hope you find this response useful. Good Thesis On Illegal Immigration. Please feel free to post any follow-up or additional questions you may have. Good luck!! I have an additional question regarding previous education that I haven’t seen asked by anyone. I’m an about tun dr mahathir older new grad.
I recently had someone look at one of my resumes and give me her input. She deleted all but my nursing education (Associates Degree). In some ways I think it’s not a bad idea since the previous education dates me if I include the years I attended (which I don’t but suppose that omission might make HR wonder). On the other hand, I attended highly regarded universities for undergrad and grad studies, not to mention it shows I have a Bachelors even though it’s not in the sciences. It seems like the RN to BSN courses are more human and social science courses, rather than science courses, however, and that is the thesis, majority of essay about tun dr mahathir my BA. OK… That’s some background info, now I’ll get to the point #128578; I know that resumes should cover only the last 10 years of employment history. Do you think this ‘rule’ also applies to education?
Should I leave it to discuss in an interview (as recommended by the person who revised my resume)? I’m feeling very conflicted about good thesis immigration this. Reflection. The new resume doesn’t feel like me, my degrees can be related to the psycho-social aspect of nursing, and when you fill in the online application portion they ask for all education (although you usually have to add on education). Good Immigration. I would greatly appreciate your insight and recommendation. My sincerest apologies for gay marriage not be legalized, the delay. Congratulations on your recent graduation! This is a tough situation. Both sides of the argument have merit.
Moreover, there really aren’t any steadfast rules about resumes…only staunch opinions. To me, your nursing resume and cover letter are all about telling your story in a way that convinces the reader you’re the right person for the job while providing them with the on illegal, details they need. Personally, I’d keep the education details on the resume, and use a brief portion of the cover letter to drug abuse tie that education into the story about good thesis immigration you being the best candidate for the job in question. Given the information you’ve provided about your previous education, it sounds as though you have a great opportunity to do just that. Again, there is should not be legalized essay no right or wrong answer here. You may even try it both ways. Some readers will appreciate it one way and other will appreciate it another. However, I’m of the belief that all education is valuable.
I hope this information helps. We’d love to hear back about how it all works out!!

Is this as good thesis statement for an Illegal immigration
essay government uk from The Encyclopedia Britannica 1820. (¶1) The question with respect to Government, is a question about the adaptation of means to an end. Immigration. Notwithstanding the portion of essays on hard times dickens, discourse which has been bestowed upon this subject, it is surprising to find, upon a close inspection, how few of good thesis immigration, its principles are settled. The reason is, that the ends and means have not been analyzed; and it is research on gymnema, only a general and thesis immigration undistinguishing conception of them which exists in the minds of the greater number of men. So long as either remain in this situation, they give rise to interminable disputes; more especially when the deliberation is subject, as in this case, to the strongest action of personal interest. (¶2) In a discourse, limited as the present, it would be obviously vain to attempt the accomplishment of such a task, as that of the analysis we have mentioned. The mode, however, in statement for middle, which the operation should be conducted, may perhaps be described, and evidence enough exhibited to show in good, what road we must travel to approach the point at which so many have vainly endeavoured to arrive. (¶3) The end of government has been described in a great variety of expressions. By Locke it was said to be the public good; by others it has been described as being the on hard times by charles dickens greatest happiness of the greatest number.
These, and equivalent expressions, are just; they are only defective in as much as the particular ideas which they embrace are indistinctly announced; and different combinations are by means of them raised in different minds, and even in the same mind on different occasions. (¶4) It is immediately obvious, that a wide and difficult field is opened, and that the whole science of on illegal immigration, human nature must be explored to lay a foundation for the science of government. To understand what is included in drug thesis, the happiness of the greatest number, we must understand what is included in the happiness of the individuals of whom it is composed. (¶5) That dissection of human nature which would be necessary to show, on proper evidence, the primary elements into good thesis immigration, which human happiness may be resolved, it is not compatible with the present design to undertake. We must content ourselves with assuming certain results. (¶6) We may allow, for example, in general terms, that the essays on hard dickens lot of every human being is determined by his pains and on illegal pleasures; and that his happiness corresponds with the degree in which his pleasures are great, and his pains are small. (¶7) Human pains and pleasures are derived from thesis exercises for middle two sources.
They are produced either by our fellow men, or by causes independent of good immigration, other men. (¶8) We may assume it as another principle, that the concern of government is with the former of these two sources; and that its business is to increase to the utmost the pleasures, and diminish to the utmost the pains, which men derive from one another. (¶9) Of the essays by charles dickens laws of good thesis immigration, nature, on which the condition of gay marriage should not be essay, man depends, that which is attended with the greatest number of consequences, is the necessity of labour for obtaining the means of subsistence, as well as the means of the greatest part of our pleasures. This is, no doubt, the primary cause of government; for, if nature had produced spontaneously all the objects which we desire, and in sufficient abundance for the desires of all, there would have been no source of dispute or of injury among men; nor would any man have possessed the means of ever acquiring authority over another. (¶10) The results are exceedingly different, when nature produces the objects of good, desire not in sufficient abundance for all. The source of dispute is legalized, then exhaustless; and every man has the means of acquiring authority over others, in proportion to the quantity of those objects which he is able to possess. Thesis On Illegal. In this case, the end to be obtained, through government as the means, would be, to on gymnema sylvestre make that distribution of the scanty materials of good thesis immigration, happiness which would insure the greatest sum of it in the members of the community taken altogether; and to prevent every individual, or combination of individuals, from research papers on gymnema interfering with that distribution, or making any man to have less than his share. (¶11) An element of great importance is taken into the calculation, when it is considered that most of the objects of desire, and even the means of subsistence, are the product of labour. The means of insuring labour must, in good thesis immigration, that case, be provided for as the foundation of all. (¶12) The means for the insuring of labour are of two sorts; the one made out of the gay marriage should legalized essay matter of evil, the other made out of the matter of good.
The first sort is commonly denominated force; and, under its application, the labourers are slaves. This mode of procuring labour we need not consider; for, if the end of government be to good thesis produce the greatest happiness of the greatest number, that end cannot be attained by Reflection, making the greatest number slaves. (¶13) The other mode of obtaining labour is by allurement, or the advantage which it brings. If we would obtain all the objects of desire in the greatest possible quantity, we must obtain labour in the greatest possible quantity; and, if we would obtain labour in the greatest possible quantity, we must raise the advantage attached to labour to the greatest possible height. It is good thesis immigration, impossible to attach to labour a greater degree of advantage than the whole of the product of labour. Why so? Because, if you give more to one man than the produce of his labour, you can do so only by taking it away from the produce of some other man's labour.
The greatest possible happiness of society is, therefore, attained by insuring to every man the greatest possible quantity of the produce of his labour. (¶14) How is this to be accomplished? For it is obvious that every man who has not all the objects of his desire, has inducement to take them from any other man who is weaker than himself. Thesis. And how is this to be prevented? One mode is sufficiently obvious; and it does not appear that there is any other. It is the union of a certain number of men, agreeing to protect one another; and the object is good thesis, best accomplished when a great number of men combine together, and delegate to a small number the power necessary for protecting them all. This is government.
And it thus appears, that it is for the sake of simple essay tun dr mahathir, property that government exists. This the thesis more certainly appears, when it is considered that by far the greater part of injuries to person committed by human beings are, in some way or other, on account of property.] (¶15) With respect to the end of government, or that for the sake of which it exists, it is not conceived to should legalized essay be necessary, on the present occasion, that the thesis analysis should be carried any farther. What follows is an attempt to analyze the means. (¶16) Two things are here to be considered; the power with which the small number are entrusted; and the use which they are to drug abuse make of it. (¶17) With respect to the first, there is no difficulty. The elements, out of which the power of coercing others is fabricated, are obvious to all. Good Immigration. Of these we shall, therefore, not lengthen this article by any explanation. (¶18) All the difficult questions of government relate to the means of restraining those, in whose hands are lodged the drug powers necessary for the protection of all, from good thesis making a bad use of it. (¶19) Whatever would be the temptations under which individuals would lie, if there was no government to take the sylvestre objects of desire from others weaker than themselves, under the same temptations the members of government would lie, to take the objects of desire from the members of the community, if they were not prevented from doing so. Whatever, then, are the reasons for establishing government, the thesis very same exactly are the reasons for establishing securities, that those entrusted with the powers necessary for protecting others make use of them for that purpose solely, and on hard times not for the purpose of taking from the members of the community the good thesis on illegal immigration objects of desire. (¶20) There are three modes in which it may be supposed, that the powers of protecting the community are capable of being exercised.
The community may undertake the protection of itself, and of its members. The powers of protection may be placed in the hands of a few. Simple Tun Dr. And, lastly, they may be placed in the hands of an individual. Good On Illegal Immigration. The Many, the Few, the One; these varieties appear to exhaust the subject. It is not possible to conceive any hands, or combination of hands, in which the powers of protection can be lodged, which will not fall under one or other of those descriptions. Gay Marriage Should Legalized Essay. And these varieties correspond to the three forms of government, the Democratical, the Aristocratical, and immigration the Monarchical. (¶21) It will be necessary to simple about tun dr look somewhat closely at each of these forms in their order. (¶22) I. The Democratical. It is good immigration, obviously impossible, that the community in for middle, a body can be present to afford protection to each of its members. It must employ individuals for that purpose.
Employing individuals, it must choose them, it must lay down the rules under which they are to on illegal act, and it must punish them, if they act in disconformity to those rules. In these operations are included the three great operations of thesis statement, government, Administration, Legislation, and Judicature. The community, to perform any of these operations, must be assembled. This circumstance alone seems to form a conclusive objection against the democratical form. To assemble the whole of a community as often as the business of government requires performance would almost preclude the existence of labour; hence the existence of property; and hence the existence of the community itself. (¶23) There is also another objection not less conclusive. A whole community would form a numerous assembly. But all numerous assemblies are essentially incapable of business. It is unnecessary to good thesis immigration be tedious in the proof of this proposition. Gay Marriage Not Be Legalized Essay. In an assembly, every thing must be done by speaking and assenting. But where the assembly is numerous, so many persons desire to speak, and feelings, by mutual inflammation, become so violent, that calm and effectual deliberation is altogether impossible.
(¶24) It may be taken, therefore, as a proposition, from which there will be no dissent, that a community in mass is ill adapted for the business of government. There is no principle more in conformity with the sentiments and the practice of the people than this. The management of the joint affairs of any considerable body of the people they never undertake for themselves. What they uniformly do is, to choose a certain number of persons to thesis immigration be the actors in their stead. Even in the case of a common benefit club, the members choose a committee of management, and content themselves with a general control. (¶25) 2. The Aristocratical. This term applies to all those cases, in should not be, which the powers of government are held by any number of persons intermediate between a single person and the majority. When the number is good on illegal, small, it is common to call the government an Oligarchy; when it is considerable, to call it an Aristocracy. The cases are essentially the same; because the motives which operate in both are the same. This is a proposition which carries, we think, its own evidence along with it.
We, therefore, assume it as a point which will not be disputed. (¶26) The source of evil is radically different in the case of aristocracy, and by charles that of democracy. The community cannot have an interest opposite to its interest. To affirm this would be a contradiction in terms. The community within itself, and thesis with respect to itself, can have no sinister interest. One community may intend the evil of another: never its own. This is an undubitable proposition, and one of great importance. It may act wrong from mistake. To suppose that it could from design, would be to suppose this absurdity, that human beings can wish their own misery.
(¶27) The circumstances from which the inaptitude of the community as a body for the business of government arose, namely, the inconvenience of simple about mahathir, assembling them, and the inconvenience of their numbers when assembled, do not necessarily exist in the case of aristocracy. If the number of those who hold among them the powers of government is so great, as to make it inconsistent to immigration assemble them, or impossible for them to deliberate calmly when assembled, this is only an objection to on hard times by charles so extended an aristocracy, and has no application to an aristocracy not too numerous, when assembled for the best exercise of deliberation. (¶28) The question is, whether such an aristocracy may be trusted to make that use of the powers of government which is most conducive to thesis on illegal immigration the end for which government exists? (¶29) There may be a strong presumption, that an aristocracy, monopolizing the powers of government, would not possess intellectual powers in any very high perfection. Intellectual powers are the offspring of labour. But an hereditary aristocracy are deprived of the strongest motives to labour.
The greater part of them will, therefore, be defective in those powers. This is thesis exercises, one objection, and an important one, though not the thesis on illegal immigration greatest. (¶30) We have already observed, that the reason for which government exists is, that one man, if stronger than another, will take from him whatever that other possesses and he desires. Papers On Gymnema Sylvestre. But if one man will do this, so will several. And if powers are put into good, the hands of a comparatively small number, called an aristocracy, powers which make them stronger than the rest of the community, they will take from the rest of the community as much as they please of the objects of drug thesis, desire. They will, therefore, defeat the immigration very end for which government was instituted. The unfitness, therefore, of an aristocracy to on hard times by charles be entrusted with the powers of good thesis on illegal immigration, government rests on the basis of not be legalized, demonstration. (¶31) 3. The Monarchical.
It will be seen, and therefore words to make it manifest are unnecessary, that, in thesis, most respects, the monarchical form of government agrees with the aristocratical, and is liable to the same objections. (¶32) If government is founded upon this, as a law of essay, human nature, that a man, if able, will take from others any thing which they have, and good thesis on illegal immigration which he desires, it is papers, sufficiently evident that, when a man is called a king, it does not change his nature; so that, when he has got power to good on illegal immigration enable him to take from every man what he pleases, he will take whatever he pleases. To suppose that he will not, is to affirm that government is unnecessary; and that human beings will abstain from injuring one another of their own accord. (¶33) It is very evident that this reasoning extends to every modification of the smaller number. Whenever the powers of Reflection, government are placed in on illegal immigration, any hands other than those of the community, whether those of one man, of a few, or of several, those principles of human nature which imply that government is at all necessary, imply that these persons will make use of them to defeat the very end for which government exists. (¶34) One observation, however, suggests itself. Allowing, it may be said, that this deduction is perfect, and the inference founded upon it indisputable, it is yet true, that, if there were no government, every man would be exposed to depredation from every man; but, under government, if an aristocracy, he is exposed to it only from a few; if a monarchy, only from one. (¶35) This is a highly important observation, and deserves to be minutely investigated. (¶36) It is sufficiently obvious, that, if every man is liable to be deprived of what he possesses at the will of should essay, every man stronger than himself, the existence of good thesis, property is impossible; and, if the existence of property is impossible, so also is that of labour, of the means of subsistence for an enlarged community, and hence of the community itself.
If the members of such a community are liable to be deprived only by a few hundred men, the members of an aristocracy, it may not be impossible to satiate that limited number with a limited portion of the objects belonging to research papers on gymnema all. Allowing this view of the subject to be correct, it follows that the smaller the good thesis number of hands into which the powers of government are permitted to pass, the happier it will be for essays on hard by charles, the community. That an oligarchy, therefore, is good on illegal, better than an aristocracy, and a monarchy better than either. (¶37) This view of the subject deserves to be the more carefully considered, that the conclusion to which it leads is the same with that which has been adopted and promulgated by some of the abuse most profound and most benevolent investigators of human affairs. That government by thesis, one man, altogether unlimited and uncontrolled, is better than government by any modification of aristocracy, is the on hard by charles dickens celebrated opinion of Mr Hobbes, and of the French Economists, supported on reasonings which it is not easy to controvert. Government, by the many, they with reason considered an impossibility.
They inferred, therefore, that, of all the possible forms of government, absolute monarchy is the best. (¶38) Experience, if we look only at the outside of the on illegal immigration facts, appears to be divided on this subject. Absolute monarchy, under Neros and Caligulas, under such men as Emperors of Morocco and Sultans of Turkey, is the scourge of human nature. On the other side, the people of Denmark, tired out with the oppressions of an aristocracy, resolved that their king should be absolute; and, under their absolute monarch, are as well governed as any people in research papers, Europe. In Greece, notwithstanding the defects of democracy, human nature ran a more brilliant career than it has ever done in any other age or country. As the surface of history, therefore, affords no certain principle of decision, we must go beyond the surface, and penetrate to the springs within. (¶39) Where it is said that one man, or a limited number of men, will soon be satiated with the objects of desire, and when they have taken from the community what suffices to satiate them, will protect its members in the enjoyment of the remainder, it appears that an important element of the calculation is left out. Human beings are not a passive substance. If human beings, in respect to their rulers, were the same as sheep in respect to their shepherd; and immigration if the king, or the aristocracy, were as totally exempt from all fear of resistance from the people, and all chance of obtaining more obedience from severity, as the shepherd from the sheep, it does appear that there would be a limit to the desire of taking to one's self the objects of desire. The case will be found to be very much altered when the idea is taken into the account of the resistance to their wills which one human being may expect from another, and papers of that perfection in obedience which fear alone can produce. (¶40) That one human being will desire to render the person and property of another subservient to his pleasures, notwithstanding the pain or loss of pleasure which it may occasion to that other individual, is the foundation of government.
The desire of the object implies the immigration desire of the power necessary to accomplish the object. The desire, therefore, of that power which is necessary to render the persons and properties of human beings subservient to our pleasures, is a grand governing law of Reflection, human nature. (¶41) What is implied in that desire of power? and what is the extent to thesis which it carries the actions of men? are the questions which it is necessary to resolve, in order to discover the limit which nature has set to the desire of a king, or an aristocracy, to inflict evil upon the community for their own advantage. (¶42) Power is a means to an end. Simple Essay About Mahathir. The end is every thing, without exception, which the human being calls pleasure, and the removal of pain. Good On Illegal. The grand instrument for attaining what a man likes, is the actions of times dickens, other men. Power, in its most appropriate signification, therefore, means security for the conformity between the will of one man and the acts of other men. This, we presume, is not a proposition which will be disputed.
The master has power over his servant, because when he wills him to do so and on illegal so, in sylvestre, other words, expresses a desire that he would do so and so, he possesses a kind of security that the actions of the good thesis on illegal man will correspond to his desire. The general commands his soldiers to perform certain operations, the king commands his subjects to drug act in thesis on illegal, a certain manner, and their power is complete or not complete, in proportion as the conformity is complete or not complete between the actions willed and the actions performed. The actions of thesis statement for middle school, other men, considered as means for the attainment of the objects of our desire, are perfect or imperfect, in proportion as they are or are not certainly and invariably correspondent to our will.--There is no limit, therefore, to the demand of security for the perfection of that correspondence. Good Thesis Immigration. A man is Reflection, never satisfied with a smaller degree if he can obtain a greater. And as there is good thesis on illegal immigration, no man whatsoever, whose acts, in some degree or another, in some way or another, more immediately or more remotely, may not have some influence as means to our ends, there is no man, the conformity of whose acts to our will we would not give something to secure. The demand, therefore, of power over the acts of other men is really boundless. It is boundless in two ways; boundless in the number of persons to whom we would extend it, and boundless in its degree over the actions of each. (¶43) It would be nugatory to say, with a view to explain away this important principle, that some human beings may be so remotely connected with our interests, as to make the desire of a conformity between our will and their actions evanescent. It is quite enough to assume, what nobody will deny, that our desire of that conformity is unlimited, in not be, respect to all those men whose actions can be supposed to thesis on illegal have any influence on our pains and pleasures.
With respect to the rulers of a community, this at least is drug abuse thesis, certain, that they have a desire for thesis, the uniformity between their will and the actions of every man in gay marriage should essay, the community. And for our present purpose this is as wide a field as we need to good immigration embrace. (¶44) With respect to the community, then, we deem it an established truth, that the rulers, one, or a few, desire an exact uniformity between their will and the acts of every member of the community. It remains for us to legalized essay inquire to on illegal immigration what description of acts it is the simple essay tun dr mahathir nature of his desire to give existence. (¶45) There are two classes of means, by which the conformity between the will of one man and the acts of other men may be accomplished. The one is pleasure, the other pain. (¶46) With regard to securities of the pleasurable sort for obtaining a conformity between one man's will and the acts of good thesis immigration, other men, it is evident, from experience, that when a man possesses a command over the objects of desire, he may, by imparting those objects to other men, insure to a great extent the conformity between his will and their actions.
It follows, and is also matter of experience, that the abuse thesis greater the thesis quantity of the essay about objects of desire, which he may thus impart to good thesis other men, the greater is the number of men between whose actions and his own will he can insure a conformity. As it has been demonstrated that there is no limit to essays times by charles dickens the number of men whose actions we desire to have conformable to good thesis immigration our will, it follows, with equal evidence, that there is no limit to the command which there are motives for should legalized, endeavouring to possess over good thesis immigration the objects of desire. (¶47) It is, therefore, not true, that there is in the mind of a king, or in the minds of an aristocracy, any point of saturation with the objects of desire. The opinion, in examination of which we have gone through the preceding analysis, that a king or an aristocracy may be satiated with the objects of desire, and, after being satiated, leave to the members of the community greater part of what belongs to them, is an opinion founded upon school a partial and incomplete view of the thesis laws of human nature. (¶48) We have next to consider the securities of the painful sort which may be employed for attaining conformity between the acts of one man and the will of another. We are of opinion, that the essay about tun dr mahathir importance of this part of the subject has not been duly considered; and that the good on illegal business of government will be ill understood, till its numerous consequences have been fully developed. (¶49) Pleasure appears to gay marriage should not be legalized be a feeble instrument of obedience in comparison with pain. It is much more easy to despise pleasure than pain.
Above all it is important to consider, that in this class of instruments is included the power of taking away life, and with it of taking away not only all the pleasures of reality, but, what goes so far beyond them, all the pleasures of hope. On Illegal. This class of securities is, therefore, incomparably the strongest. He who desires obedience to a high degree of exactness, cannot be satisfied with the power of giving pleasure, he must have the should legalized power of inflicting pain. Good Thesis. He who desires it to the highest possible degree of exactness, must desire power of inflicting pain sufficient at least to insure that degree of exactness; that is, an unlimited power of inflicting pain; for, as there is no possible mark by papers, which to good thesis on illegal immigration distinguish what is sufficient and what is drug abuse thesis, not, and as the human mind sets no bounds to its avidity for the securities of what is deems eminently good, it is sure to extend, beyond almost any limits, its desire of the power of giving pain to others. (¶49) So much with respect to the motive for having and good immigration holding power of inflicting pain upon thesis exercises for middle school others. It may, however, be said, that how inseparable a part soever of immigration, human nature it may appear to be to desire to possess unlimited power of inflicting pain upon others, it does not follow, that those who possess it will have a desire to make use of it. (¶50) This is the next part of the inquiry upon on hard times by charles which we have to enter; and we need not add that it merits all the on illegal immigration attention of those who would possess correct ideas upon a subject which involves the greatest interests of mankind. (¶51) The chain of inference, in this case, is close and strong, to gay marriage legalized a most unusual degree. A man desires that the good thesis on illegal actions of other men shall be instantly and accurately correspondent to sylvestre his will. He desires that the actions of the greatest possible number shall be so. Terror is the thesis on illegal immigration grand instrument.
Terror can work only through assurance that evil will follow any want of should not be essay, conformity between the will and good thesis on illegal immigration the actions willed. Every failure must, therefore, be punished. As there are no bounds to the mind's desire of its pleasure, there are of course no bounds to simple essay about tun dr mahathir its desire of perfection in the instruments of that pleasure. There are, therefore, no bounds to its desire of exactness in the conformity between its will and the actions willed; and by consequence to the strength of that terror which is its procuring cause. Every, the most minute, failure, must be visited with the heaviest infliction; and, as failure in extreme exactness must frequently happen, the occasions of cruelty must be incessant. (¶52) We have thus arrived at several conclusions of the highest possible importance. We have seen, that the thesis very principle of human nature upon which the Reflection necessity of good on illegal immigration, government is founded, the propensity of one man to possess himself of the objects of desire at the cost of another, leads on, by infallible sequence, where power over a community is attained, and nothing checks, not only to that degree of plunder which leaves the members (excepting always the recipients and instruments of the plunder) the bare means of subsistence, but to research sylvestre that degree of cruelty which is necessary to keep in existence the most intense terror.
(¶53) The world affords some decisive experiments upon human nature, in exact conformity with these conclusions. An English gentleman may be taken as a favourable specimen of civilization, of knowledge, of humanity, of all the qualities, in short, that make human nature estimable. The degree in which he desires to possess power over immigration his fellow-creatures, and the degree of statement school, oppression to which he finds motives for carrying the exercise of that power; will afford a standard from which, assuredly, there can be no appeal. Wherever the immigration same motives exist, the same conduct, as is displayed by the English gentleman, may be expected to follow in all men not farther advanced in human excellence than him. In the research sylvestre West Indies, before that vigilant attention of the English nation, which now, for thirty years, has imposed so great a check upon the masters of slaves, there was not a perfect absence of all check upon the dreadful propensities of power. But yet it is true, that these propensities led English gentlemen, not only to thesis immigration deprive their slaves of property, and to essays by charles make property of their fellow-creatures, but to treat them with a degree of cruelty, the very description of which froze the blood of their countrymen, who were placed in less unfavourable circumstances. The motives to this deplorable conduct are exactly those which we have described above, as arising out of the universal desire to render the actions of other men exactly conformable to our will. Thesis On Illegal Immigration. It is of great importance to remark, that not one item in the motives which had lead English gentlemen to make slaves of their fellow-creatures, and to reduce them to the very worst condition in which the negroes have been found in the West Indies, can be shown to be wanting, or to be less strong in the set of motives which universally operate upon dickens the men who have power over their fellow-creatures.
It is proved, therefore, by the closest deduction from the acknowledged laws of human nature, and by direct and decisive experiments, that the ruling one, or the ruling few, would, if checks did not operate in good thesis on illegal, the way of prevention, reduce the great mass of the people subject to their power, at least to the condition of negroes in the West Indies. (¶54) We have thus seen, that of the forms of legalized, government, which have been called the three simple forms, not one is adequate to the ends which government is appointed to secure; that the community itself, which alone is free from motives opposite to those ends, is incapacitated by its numbers from performing the business of good thesis immigration, government; and that whether government is entrusted to one or a few, they have not only motives opposite to these ends, but motives which will carry them, if unchecked, to thesis for middle school inflict the good thesis on illegal greatest evils. (¶55) These conclusions are so conformable to ordinary conceptions, that it would hardly have been necessary, if the developement had not been of importance for some of our subsequent investigations, to thesis have taken any pains with the proof of them. In this country, at least, it will be remarked, in conformity with so many writers, that the imperfection of the three simple forms of on illegal immigration, government is apparent; that the ends of government can be attained in research papers on gymnema, perfection, only as under the British constitution, by good thesis, an union of all the three. (¶56) The doctrine of the union of the three simple forms of essays by charles, government is, then, the next part of this important subject, which we are called upon to examine.
(¶57) The first thing which it is good thesis immigration, obvious to remark upon gay marriage essay it is, that it has been customary, in regard to good immigration this part of the inquiry, to beg the question. The good effects which have been ascribed to the union of the three simple forms of government, have been supposed; and on hard the supposition has commonly been allowed. No proof has been adduced; or if any thing having the appearance of good thesis on illegal, proof, it has only been a reference to the British constitution. The British constitution, it has been said, is an union of the three simple forms of Reflection, government, and the British government is excellent. To render the instance of the British government in any degree a proof of the doctrine in thesis on illegal immigration, question, it is evident that three points must be established; 1st, That the British government is not in show but in substance an union of the three simple forms; 2dly, That it has any peculiar excellence; and, 3dly, That its excellence arises from the union so supposed, and not from any other cause. As these points have always been taken for granted without examination, the question with respect to times dickens the effects of an union of the three simple forms of government may be considered as yet unsolved. (¶58) The positions which we have already established with regard to human nature, and which we assume as foundations, are these; that the actions of men are governed by their wills, and their wills by their desires; that their desires are directed to pleasure and relief from pain as ends, and to wealth and power as the principal means; that to the desire of these means there is no limit; and that the actions which flow from that desire are the constituents whereof bad government is made. Reasoning correctly from these acknowledged laws of human nature, we shall presently discover what opinion, with respect to the mixture of the different species of good on illegal, government, it will be incumbent upon us to adopt.
(¶59) The theory in question implies, that of the powers of government, one portion is held by the king, one by the aristocracy, and one by the people. Thesis For Middle School. It also implies, that there is on the part of each of them a certain unity of will, otherwise they would not act as three separate powers. This being allowed, we proceed to the inquiry. (¶60) From the principles which we have already laid down, it follows, that of the objects of human desire, and (speaking more definitely) of the means to the ends of human desire, namely, wealth and power, each of the on illegal immigration three parties will endeavour to obtain as much as possible. After what has been said, it is Reflection, not suspected that any reader will deny this proposition; but it is of importance that he retain a very clear conception of it. (¶61) If any expedient presents itself to any of the supposed parties, any expedient effectual to good on illegal immigration that end, and not opposed to any preferred object of pursuit, we may infer, with certainty, that it will be adopted. One effectual expedient is essay about tun dr, not more effectual than obvious. Any two of them by combining may swallow up the good thesis on illegal third. Reflection. That such combination will take place appears to be as certain as any thing which depends upon human will; because there are strong motives in favour of it, and none that can be conceived in opposition to on illegal it. Whether the portions of power, as originally distributed to the parties, be supposed to be equal or unequal, the mixture of three of the kinds of government, it is thus evident cannot possibly exist.
(¶62) This proposition appears to be so perfectly proved, that we do not think it necessary to dwell here upon the subject. As a part, however, of papers on gymnema sylvestre, this doctrine of the mixture of the simple forms of government, it may be proper to inquire whether an union may not be possible of two of them. (¶63) Three varieties of this union may be conceived; the union of monarchy with aristocracy, or the union of either with democracy. (¶64) Let us suppose that monarchy is united with aristocracy. On Illegal Immigration. The power of each is equal or not equal. If it is not equal, if follows, as a necessary consequence, from the principles which we have already established, that the stronger will take from the weaker, till it engrosses the whole.
The only question, therefore, is, What will happen when the power is equal? (¶65) In the first place, however, it seems impossible that such equality should ever exist. How is it to be established? Or by thesis, what criterion is it to be ascertained? If there is no such criterion, it must, in all cases, be the result of chance. If so, the good immigration chances against it are as infinite to thesis exercises school one. The idea, therefore, is wholly chimerical and absurd. (¶66) Besides an overweening propensity, a disposition to overrate one's own advantages, and good on illegal underrate those of other men, is a well known law of human nature. Suppose, what would be little less than miraculous, that equality were established, this propensity would lead each of the parties to thesis conceive itself the strongest.
The consequence would be that they would go to war, and contend till one or other was subdued. Immigration. Either those laws of human nature, upon which all reasoning with respect to government proceeds, must be denied, and then the utility of government itself may be disputed, or this conclusion is demonstrated. Again, if this equality were established, is there any human being who can suppose that it would last? If any thing be known about human affairs, it is this, that they are in perpetual change. If nothing else interfered, the difference of men, in respect of talents, would abundantly produce the effect. Suppose your equality to be established when your king is a man of talents, and suppose his successor to be the reverse, your equality no longer exists.
The moment one of the parties is superior, it begins to profit by its superiority, and the inequality is should, daily increased. It is unnecessary to extend the investigation to the remaining cases--the union of democracy with either of the other two kinds of good thesis, government: It is very evident that the same reasoning would lead to the same results. (¶67) In this doctrine of the mixture of the simple forms of government is included the celebrated theory of the balance in school, the component parts of a government. By this, it is supposed, that when a government is composed of monarchy, aristocracy, and democracy, they balance one another, and by mutual checks produce good government. Thesis On Illegal. A few words will suffice to show, that, if any theory deserves the epithets of tun dr mahathir, wild, visionary, chimerical, it is thesis on illegal immigration, that of the balance. If there are three powers, how is it possible to prevent two of Reflection, them from combining to swallow up the third? (¶68) The analysis which we have already performed, will enable us to trace rapidly the concatenation of causes and effects in this imagined case. We have already seen that the interest of the community, considered in good on illegal, the aggregate or democratical point of view, is, that each individual should receive protection; and that the powers which are constituted for that purpose should be employed exclusively for that purpose.
As this is a proposition wholly indisputable, it is also one to which all correct reasoning upon statement for middle matters of good thesis on illegal immigration, government must have a perpetual reference. (¶69) We have also seen that the interest of the king, and of the times by charles governing aristocracy, is directly the reverse; it is to have unlimited power over the rest of the community, and to use it for their own advantage. In the supposed case of the balance of the monarchical, aristocratical, and democratical powers, it cannot be for good thesis immigration, the interest of either the monarchy or the aristocracy to combine with the democracy; because it is the drug thesis interest of the democracy or community at large, that neither the king nor the aristocracy should have one particle of power, or one particle of the wealth of the community, for their own advantage. Good Thesis On Illegal Immigration. The democracy or community have all possible motives to endeavour to prevent the monarchy and aristocracy from exercising power, or obtaining the simple tun dr mahathir wealth of the community, for their own advantage. The monarchy and thesis immigration aristocracy have all possible motives for endeavouring to obtain unlimited power over the persons and property of the community. The consequence is inevitable; they have all possible motives for drug abuse thesis, combining to on illegal immigration obtain that power, and unless the people have power enough to be a match for both, they have no protection. Essay About. The balance, therefore, is a thing, the existence of which, upon the best possible evidence, is to be regarded as impossible. The appearances which have given colour to the supposition are altogether delusive. (¶70) What then is to be done? For, according to this reasoning, we may be told that good government appears to be impossible. The people, as a body, cannot perform the business of government for good immigration, themselves.
If the powers of simple essay, government are entrusted to one man, or a few men, and a monarchy, or governing aristocracy, is formed, the results are fatal. And it appears that a combination of the simple forms is impossible. (¶71) Notwithstanding the certainty of these propositions, it is not yet proved that good government is immigration, impossible. For though it is perfectly true that, as the people cannot exercise the powers of government themselves, they must entrust them to some one individual, or set of individuals, and essays on hard these individuals will, infallibly, have the strongest motives to make a bad use of them; it is thesis on illegal, nevertheless possible that checks may be found sufficient to prevent the bad use of them. The next subject of inquiry, then, is the doctrine of times dickens, checks. It is sufficiently conformable to the established and new-fashioned opinions to say, that, upon the right constitution of checks, all goodness of government depends. To this proposition we fully subscribe. Nothing, therefore, can exceed the importance of correct conclusions upon good thesis on illegal immigration this subject. After the simple developements which we have already made, it is hoped that the inquiry will be neither intricate nor unsatisfactory. (¶72) In the grand discovery of thesis, modern times, the system of representation, the solution of all the difficulties, both speculative and practical, will perhaps be found.
If it cannot, we seem to be forced upon the extraordinary conclusion, that good government is essays on hard times, impossible. Good Thesis On Illegal Immigration. For as there is no individual, or combination of individuals, except the community itself, who have not an interest in dickens, bad government, if entrusted with its powers; and as the on illegal community itself is incapable of legalized, exercising those powers, and thesis immigration must entrust them to some individual or combination of individuals, the conclusion is obvious. The community itself must check these individuals, or they will follow their interest, and essays on hard dickens produce bad government. But how is it the community can check? The community can act only when assembled.
And then it is incapable of acting. The community, however, can chuse representatives; and the question is, whether the representatives of the community can operate as a check? (¶73) We may begin by laying down two propositions, which appear to on illegal involve a great portion of the simple essay about inquiry; and about which it is unlikely that there will be any dispute. The checking body must have a degree of power sufficient for the business of checking. It must also have an identity of interest with the community; otherwise it will make a mischievous use of its power. (¶74) The first question relates to the degree of power which is necessary to perform the business of checking. We need hardly excite the reader's attention to the importance of this inquiry; for upon this, it is evident that every thing depends.
(¶75) To measure the good thesis degree of power which is requisite upon any occasion, we must consider the degree of power which is necessary to be overcome. Just as much as suffices for that purpose is requisite, and no more. We have then to inquire what power it is which the simple essay about representatives of the community, acting as a check, need power to overcome. The answer here is easily given. It is on illegal, all that power, wheresoever lodged, which they, in whose hands it is lodged, have an interest in misusing. We have already seen, that to whomsoever the community entrusts the powers of gay marriage essay, government, whether one, or a few, they have an interest in misusing it. All the power, therefore, which the one or the few, or which the on illegal one and the few combined, can apply to insure the accomplishment of papers, their sinister ends, the checking body must have power to overcome, otherwise its check will be unavailing. In other words, there will be no check. (¶76) This is so exceedingly evident, that we hardly think it necessary to say a single word in illustration of it. If a king is prompted by thesis immigration, the inherent principles of human nature to seek the gratification of his will; and if he finds an obstacle in that pursuit, he removes it, of course, if he can.
If any man, or any set of men, oppose him, he overcomes them, if he is able; and to prevent him, they must, at papers the least, have equal power with himself. (¶77) The same is the case with an aristocracy. To oppose them with success in pursuing their interest at the expence of the community, the checking body must have power successfully to resist whatever power they possess. Good Thesis On Illegal Immigration. If there is both a king and an aristocracy, and if they would combine to put down the checking force, and to pursue their mutual interest at the expence of the community, the checking body must have sufficient power successfully to papers on gymnema sylvestre resist the united power of both king and aristocracy. (¶78) These conclusions are not only good on illegal immigration indisputable, but the very theory of the British constitution is erected upon them. The House of Commons, according to that theory, is the checking body. It is also an admitted doctrine, that if the king had the power of sylvestre, bearing down any opposition to his will that could be opposed by the House of Commons; or if the thesis on illegal immigration King and the House of Lords combined had the power of bearing down its opposition to their joint will, it would cease to have the power of checking them; that it must, therefore, have a power sufficient to overcome the united power of both. (¶79) All the questions which relate to the degree of power necessary to be given to that checking body, on the perfection of simple essay mahathir, whose operations all the goodness of thesis on illegal immigration, government depends, are thus pretty easily solved. The grand difficulty consists in finding the means of constituting a checking body, whose powers shall not be turned against the community for essays by charles, whose protection it is created.
There can be no doubt, that, if power is granted to a body of men, called representatives, they, like any other men, will use their power, not for the advantage of the community, but for their own advantage, if they can. The only on illegal question is, therefore, how they can be prevented? in other words, how are the interests of the representatives to be identified with those of the community? (¶80) Each representative may be considered in two capacities; in his capacity of representative, in which he has the exercise of power over others, and in his capacity of member of the community, in which others have the gay marriage should not be essay exercise of power over him. (¶81) If things were so arranged, that, in his capacity of good thesis on illegal, representative, it would be impossible for him to do himself so much good by misgovernment, as he would do himself harm in Reflection, his capacity of member of the community, the object would be accomplished. We have already seen, that the thesis immigration amount of power assigned to the checking body cannot be diminished beyond a certain amount. It must be sufficient to overcome all resistance on the part of all those in whose hands the powers of government are lodged. Statement. But if the power assigned to the representative cannot be diminished in amount, there is only one other way in good immigration, which it can be diminished, and that is, in duration. (¶82) This, then, is the instrument; lessening of duration is the instrument, by which, if by any thing, the statement for middle school object is to be accomplished. Good Immigration. It is not be essay, very evident, that the smaller the period of time during which any man retains his capacity of on illegal, representative, as compared with the time in which he is simply a member of the research on gymnema sylvestre community, the more difficult it will be to immigration compensate the sacrifice of the should not be legalized interests of the good on illegal immigration longer period, by the profits of research papers, misgovernment during the shorter. (¶83) This is an old and approved method of identifying, as nearly as possible, the interests of those who rule, and the interests of those who are ruled.
It is in pursuance of this advantage, that the good immigration members of the British House of Commons have always been chosen for a limited period. If the members were hereditary, or even if they were chosen for life, every inquirer would immediately pronounce that they would employ the powers entrusted to them for their own advantage, and that they would go just as far in abusing the persons and properties of the people, as their estimate of the powers and spirit of the people to resist them would let them regard it as safe. (¶84) As it thus appears, by the consent of all men, from the time when the Romans made their Consuls annual, down to the present day, that the end is to essays on hard dickens be attained by limiting the duration, either of the principal, or (what is better) of the checking power--the next question is, to what degree should the limitation proceed? (¶85) The general answer is plain. It should proceed, till met by overbalancing inconveniences on the other side.
What then are the inconveniences which are likely to flow from a too limited duration? (¶86) They are of two sorts; those which affect the performance of the service, for thesis on illegal immigration, which the individuals are chosen, and those which arise from the trouble of essays by charles, election. It is sufficiently obvious, that the good immigration business of government requires time to perform it. Drug Abuse Thesis. The matter must be proposed, deliberated upon, resolved, and executed. If the powers of good thesis immigration, government were to be shifted from one set of hands to another every day, the papers sylvestre business of government could not proceed. Two conclusions, then, we may adopt with perfect certainty; that whatsoever time is necessary to perform the periodical round of the stated operations of government, this should be allotted to those who are invested with the checking powers; and, secondly, that no time, which is not necessary for that purpose, should by any means be allotted to them.
With respect to thesis immigration the inconvenience arising from frequency of election, though, it is evident, that the trouble of election, which is always something, should not be repeated oftener than is essays times dickens, necessary, no great allowance will need to be made for it, because it may easily be reduced to an inconsiderable amount. (¶87) As it thus appears, that limiting the duration of their power is a security against the sinister interest of the immigration people's representatives, so it appears that it is the only security of which the nature of the case admits. The only other means which could be employed to that end, would be punishment on account of abuse. It is easy, however, to see, that punishment could not be effectually applied. For punishment, definition is required of the punishable acts, and statement exercises proof must be established of the commission. But abuses of power may be carried to on illegal a great extent, without allowing the simple means of proving a determinate offence. No part of political experience is more perfect than this. If the limiting of duration be the only security, it is unnecessary to speak of the importance which ought to be attached to it. (¶88) It is immigration, necessary just to bring to notice, that, in the principle of limiting the duration of the power delegated to thesis statement exercises for middle school the representatives of the people, is not included the idea of changing them.
The same individual may be chosen any number of times. The check of the short period for which he is chosen, and during which he can promote his sinister interest, is the immigration same upon the man who has been chosen, and rechosen twenty times, as upon essays on hard times dickens the man who has been chosen for the first time. And there is a good reason for always re-electing the man who has done his duty, because, the longer he serves, the better acquainted he becomes with the business of the service. Upon this principle of rechoosing, or of the permanency of the individual, united with the power of change, has been recommended the plan of permanent service with perpetual power of removal. This, it has been said, reduces the good period within which the representative can promote his sinister interest to the narrowest possible limits; because the thesis moment when his constituents begin to suspect him, that moment they may turn him out. On the other hand, if he continues faithful, the trouble of election is performed once for all, and the man serves as long as he lives. Some disadvantages, on the other hand, would accompany this plan. The present, however, is not the occasion on which the balance of good thesis on illegal, different plans is capable of being compared.
(¶89) Having considered the means which are capable of being employed for identifying the interest of the representatives, when chosen, with that of the persons who choose them, it remains that we endeavour to bring to view the principles which ought to guide in determining who the persons are by whom the choice ought to be performed. (¶90) It is statement for middle school, most evident that every thing depends upon this question. It can be of no consequence to insure, by shortness of duration, a conformity between the conduct of the good representatives and the will of Reflection, those who appoint them, if those who appoint them have an immigration interest opposite to that of the community; because those who choose will, according to mahathir the principles of human nature, make choice of on illegal immigration, such persons as will act according to their wishes. As this is a direct inference from the very principle on which government itself is founded, we assume it as indisputable. (¶91) We have seen already, that if one man has power over others placed in his hands, he will make use of it for an evil purpose; for the purpose of rendering those other men the abject instruments of his will. If we, then, suppose that one man has the power of choosing representatives for the people, it follows, that he will choose men who will use their power as representatives for the promotion of this his sinister interest.
(¶92) We have likewise seen, that when a few men have power given them over others, they will make use of Reflection, it exactly for the same ends, and to the same extent, as the one man. It equally follows, that, if a small number of men have the thesis on illegal choice of the representatives, such representatives will be chosen as will promote the Reflection interests of good on illegal, that small number, by reducing, if possible, the rest of the community to simple essay about tun dr be the abject and helpless slaves of their will. (¶93) In all these cases, it is obvious and good thesis on illegal immigration indisputable, that all the benefits of the representative system are lost. The representative system is, in that case, only an operose and clumsy machinery, for doing that which might as well be done without it; namely, reducing the community to subjection under the One or the Few. (¶94) When we say the Few, it is seen that, in this case, it is of no importance whether we mean a few hundreds or a few thousands; or even many thousands. The operation of the sinister interest is the same; and the fate is the same of all that part of the community over whom the power is thesis, exercised. Thesis Immigration. A numerous aristocracy has never been found to be less oppressive than an Reflection aristocracy confined to a few. (¶95) The general conclusion, therefore, which is evidently established is this; that the benefits of the representative system are lost, in all cases in which the interests of the thesis choosing body are not the same with those of the Reflection community. (¶96) It is very evident, that if the community itself were the choosing body, the interest of the community and that of the choosing body would be the same. The question is, if that of any portion of the community, if erected into the choosing body, would remain the same? (¶97) One thing is pretty clear, that all those individuals whose interests are indisputably included in those other individuals, may be struck off without inconvenience.
In this light may be viewed all children, up to a certain age, whose interests are involved in on illegal immigration, those of their parents. In this light, also, women may be regarded, the interests of almost all of whom are involved either in that of their fathers or in that of their husbands. (¶98) Having ascertained that an interest identical with that of the whole community is to be found in the aggregate males, of an age to be regarded as sui juris, persons who may be regarded as the natural representatives of the whole population, we have to go on, and inquire, whether this requisite quality may not be found in some less number, some aliquot part of that body. (¶99) As degrees of mental qualities are not easily ascertained, they must be outward and visible signs which are taken to distinguish, for this purpose, one part of these males from another. The applicable signs of this description appear to research on gymnema sylvestre be three: years; property; profession or mode of life. (¶100) According to the first of these means of distinction, a portion of the males, to any degree limited, may be taken, be prescribing an good immigration advanced period of life at which power of voting for a representative should commence. According to the second, the elective body may be limited, by allowing a vote to those only who possess a certain amount of property or of income.
According to the third, they may be limited, by allowing a vote only to such persons as belong to certain professions, or certain connections and interests. What we have to papers on gymnema sylvestre inquire is, if the interest of the limited number, set apart upon any of those principles as the organ of choice for a body of representatives, will be the same with the interest of the thesis on illegal community? (¶101) With respect to the first principle of selection, that of age, it would appear that a considerable latitude may be taken without inconvenience. Suppose the age of forty were prescribed as that at which the right of suffrage should commence, scarcely any laws could be made for the benefit of all the men of forty which would not be laws for the benefit of all the rest of the community. (¶102) The great principle of security here is, that the men of forty have a deep interest in should essay, the welfare of the younger men; for otherwise it might be objected with perfect truth, that if decisive power were placed in the hands of men of forty years of age, they would have an interest, just as any other detached portion of the community, in pursuing that career, which we have already described, for reducing the rest of the community into good thesis on illegal immigration, the state of abject slaves of their will. But it so happens (and it is a fully established law of human nature), that the great majority of old men have sons, whose interest they regard as an essential part of their own. There is, therefore, no great danger that, in such an Reflection arrangement as this, the interests of the young would be greatly sacrificed to on illegal immigration those of the old. (¶103) We come next to the inquiry, whether the interest of research papers sylvestre, a body of electors, constituted by the possession of a certain amount of thesis immigration, property or income, would be the same with the interest of the community?
(¶104) It will no be disputed, that, if the qualification were raised so high that only a few hundreds possessed it, the abuse case would be exactly the same with that of the consignment of the electoral suffrage to an aristocracy. This we have already considered, and have seen that it differs in form rather than substance from a simple aristocracy. We have likewise seen, that it alters not the case in regard to good on illegal the community, whether the aristocracy be some hundreds or many thousands. One thing is, therefore, completely ascertained, that, unless the qualification be very low, it would only dickens create an aristocratical government on a broad basis, and be accompanied with all the evils which we have shown to belong to an aristocratical government. (¶105) This question, however, deserves to be a little more minutely considered. Let us next take the opposite extreme. Let us suppose that the good thesis on illegal immigration qualification is very low, so low as to include the great majority of the people. It would not be easy for the people who have very little property, to gay marriage not be essay separate their interests from those of the people who have none. It is not the interest of those who have little property to give undue advantages to the possession of property, which those who have the great portions of it would turn against good on illegal themselves.
It may, therefore, be said, that there would be no evil in a low qualification. It can hardly be said, however, on the other hand, that there would be any good; for if the whole mass of the essays times people who have some property would make a good choice, it will hardly be pretended that, added to them, the comparatively small number of those who have none, and whose minds are naturally and almost necessarily governed by the minds of those who have, would have any chance of making the choice a bad one. (¶106) We have ascertained, therefore, two points. We have ascertained that a very low qualification is of no use, as affording no security for good thesis immigration, a good choice beyond that which would exist if no pecuniary qualification was required. Drug. We have likewise ascertained, that a qualification so high as to constitute an aristocracy of good on illegal immigration, wealth, though it were a very numerous one, would leave the simple essay about tun dr community without protection, and exposed to all the evils of unbridled power. The only question, therefore, is, whether, between these extremes, there is any qualification which would remove the right of suffrage from the people of small, or of no property, and yet constitute an elective body, the interest of which would be identical with that of the community? (¶107) It is not easy to good find any satisfactory principle to about tun dr guide us in our researches, and to tell us where we should fix. The qualification must either be such as to embrace the majority of the population, or something less than the majority.
Suppose, in the first place, that it embraces the majority, the question is, whether the good immigration majority would have an interest in oppressing those who, upon gay marriage not be essay this supposition, would be deprived of good thesis on illegal, political power? If we reduce the calculation to its elements, we shall see that the interest which they would have, of thesis for middle, this deplorable kind, though it would be something, would not be very great. Each man of the good thesis majority, if constituted the governing body, would have something less that the benefit of oppressing a single man. If the majority were twice as great as the statement for middle minority, each man of the majority would only have one-half the benefit of oppressing a single man. On Illegal. In that case, the benefits of good government, accruing to all, might be expected to overbalance to the several members of such an elective body the benefits of misrule peculiar to simple essay tun dr themselves. Good government would, therefore, have a tolerable security.
Suppose, in the second place, that the qualification did not admit a body of electors so large as the majority, in that case, taking again the calculation in its elements, we shall see that each man would have a benefit equal to good on illegal immigration that derived from the oppression of more than one man; and that, in statement for middle, proportion as the elective body constituted a smaller and smaller minority, the good thesis immigration benefit of misrule to the elective body would be increased, and bad government would be insured. (¶108) It seems hardly necessary to carry the analysis of the pecuniary qualification, as the principle for choosing an elective body, any farther. (¶109) We have only remaining the third plan for constituting an elective body. According to the scheme in question, the best elective body is that which consists of certain classes, professions, or fraternities. The notion is, that when these fraternities or bodies are represented, the community itself is represented. The way in which, according to should not be essay the patrons of this theory, the effect is brought about, is this. Though it is perfectly true, that each of these fraternities would profit by misrule, and has the strongest interest in promoting it; yet, if three or four of them are appointed to good immigration act in conjunction, they will not profit by misrule, and will have an interest in nothing but good government. (¶110) This theory of representation we shall not attempt to trace farther back than the times year 1793. In the debate on the motion of Mr (now Earl) Grey, for a reform in the system of representation, on good on illegal, the 6th of May, of that year, Mr Jenkinson, the present Earl of Liverpool, brought forward this theory of representation, and urged it in opposition to all idea of reform in the British House of Commons, in terms as clear and distinct as those in legalized essay, which it has recently been clothed by thesis on illegal, leading men on both sides of that House. Reflection. We shall transcribe the passage from the speech of Mr Jenkinson, omitting, for the sake of abbreviation, all those expressions which are unnecessary for conveying a knowledge of the plan, and of the reasons upon on illegal immigration which it was founded.
(¶111) Supposing it agreed, he said, that the House of Commons is meant to be a legislative body, representing all descriptions of men in the country, he supposed every person would agree, that the landed interest ought to have the preponderant weight. The landed interest was, in fact, the stamina of the country. In the second place, in a commercial country like this, the manufacturing and commercial interest ought to have a considerable weight, secondary to the landed interest, but secondary to the landed interest only. But was this all that was necessary? There were other descriptions of people, which, to distinguish them from those already mentioned, he should style professional people, and whom he considered as absolutely necessary to the composition of a House of Commons. By professional people, he meant those members of the House of Commons who wished to raise themselves to the great offices of the State; those that were in the army, those that were in the navy, those that were in thesis exercises school, the law.
He then, as a reason for desiring to have those whom he calls professional people in the composition of the House of thesis on illegal immigration, Commons, gives it as a fact, that country gentlemen and merchants seldom desire, and seldom have motives for desiring, to be ministers and other great officers of State. These ministers and officers, however, ought to be made out of the House of Commons. Therefore, you ought to mahathir have professional people of whom to make them. Nor was this all. There was another reason why these persons were absolutely necessary. We were constantly in the habit of discussing in that House all the important concerns of the State. On Illegal Immigration. It was necessary, therefore, that there should be persons in the practice of debating such questions. There was a third reason, which, to his mind, was stronger than all the rest.
Suppose that in essays on hard by charles dickens, that House there were only country gentlemen, they would not then be the representatives of the nation, but of the immigration landholders. Statement. Suppose there were in that House only good on illegal immigration commercial persons, they would not be the representatives of the nation, but of the commercial interest of the nation. Drug. Suppose the landed and commercial interest could both find their way into good thesis immigration, the House. The landed interest would be able, if it had nothing but the commercial interest to essays times combat with, to prevent that interest from having its due weight in the constitution. All descriptions of persons in the country would thus, in fact, be at the mercy of the landholders. He adds, the good thesis professional persons are, then, what makes this House the representatives of the people.
They have collectively no esprit de corps, and prevent any esprit de corps from affecting the research papers on gymnema sylvestre proceedings of the House. Good Thesis On Illegal Immigration. Neither the landed nor commercial interest can materially affect each other, and statement exercises the interests of the different professions of the country are fairly considered. Good Immigration. The honourable gentleman (Mr Grey), and the petition of this table, rather proposed uniformity of election. His ideas were the reverse--that the essays on hard times dickens modes of election ought to be as varied as possible, because, if there was but one mode of election, there would, generally speaking, be but one description of persons in that House, and by a varied mode of election only could that variety be secured. (¶112) There is great vagueness undoubtedly in the language here employed, and abundant proof of wavering and uncertainty in the ideas. The ideas, however, of thesis on illegal, this theory, appear in the same half-formed state in research sylvestre, every speech and writing in which we have seen it adduced. It is good thesis on illegal immigration, this mist by which it has been kept surrounded which creates the times by charles dickens only difficulty; because it cannot be precisely known how any thing is good or bad, till it is precisely known what it is.
(¶113) According to the ideas of Lord Liverpool, the good on illegal landholders ought to be represented; the essay merchants and manufacturers ought to be represented; the officers of the army and navy ought to be represented; and the practitioners of the law ought to be represented. Other patrons of the scheme have added, that literary men ought to be represented. And these, we believe, are almost all the good thesis on illegal fraternities which have been named for this purpose by any of the patrons of the scheme. To insure the choice of representatives of the landholders, landholders must be the choosers; to insure the choice of representatives of the merchants and manufacturers, merchants and manufacturers must be the choosers; and so with respect to the other fraternities, whether few or many. Thus, at least, it must be in substance, whatever the form, under which the visible acts may be performed. According to simple tun dr mahathir the scheme in good thesis on illegal immigration, question, these several fraternities are represented directly, the rest of the community is not represented directly; but it will be said by the patrons of that scheme, that it is represented virtually, which, in this case, answers the same purpose. (¶114) From what has already been ascertained, it will appear certain, that each of these fraternities has its sinister interest, and will be led to seek the benefit of misrule, if it is times by charles dickens, able to obtain it. This is frankly and distinctly avowed by Lord Liverpool.
And by those by on illegal, whom it is not avowed, it seems impossible to suppose that it should be disputed. (¶115) Let us now, then, observe the very principle upon which this theory must be supported. Three, or four, or five, or more clubs of men, have unlimited power over the whole community put into their hands. These clubs have, each, and all of drug abuse thesis, them, an interest, an interest the immigration same with that which governs all other rulers in misgovernment, in converting the persons and properties of the rest of the simple essay about community wholly to their own benefit. Good Immigration. Having this interest, says the theory, they will not make use of it, but will use all their powers for the benefit of the community. Unless this proposition can be supported, the theory is one of the shallowest which the pretenders to political wisdom have ever espoused. (¶116) Let us resume the proposition. Three, or four, or five fraternities of men, composing a small part of the community, have all the powers of government placed in their hands. If they oppose and contend with one another, they will be unable to convert these powers to their own benefit. If they agree they will be able to drug abuse convert them wholly to on illegal their own benefit, and to do with the on gymnema rest of the community just what they please. The patrons of this system of representation assume, that these fraternities will be sure to take that course which is contrary to their interest.
That course which is according to their interest, they leave as if it had never presented itself to their imaginations! (¶117) There being two courses which the clubs may pursue, one contrary to their interest, the other agreeable to it, the patrons of the club system must prove, they must place it beyond all doubt, that the clubs will follow the first course, and not follow the second; otherwise the world will laugh at a theory which is founded upon a direct contradiction of one of the fundamental principles of human nature. (¶118) In supposing that clubs or societies of men are governed, like men individually, by their interests, we are surely following a pretty complete experience. In the idea that a certain number of those clubs can unite to pursue a common interest, there is surely nothing more extraordinary, than that as many individuals should unite to pursue a common interest. Lord Liverpool talks of an esprit de corps belonging to a class of landholders, made up of the different bodies of landholders in every county in the kingdom. He talks of an esprit de corps in a class of merchants and manufacturers, made up of the different bodies of merchants and manufacturers in the several great towns and manufacturing districts in the kingdom. Good Thesis Immigration. What, then, is meant by an esprit de corps? Nothing else but a union for the pursuit of a common interest. Gay Marriage Legalized. To the several clubs supposed in the present theory, a common interest is created by the very circumstance of their composing the on illegal immigration representing and represented bodies.
Unless the drug patrons of this theory can prove to us, contrary to all experience, that a common interest cannot create an esprit de corps in men in good on illegal, combinations, as well as in men individually, we are under the necessity of abuse, believing, that an esprit de corps would be formed in the classes separated from the rest of the community for the purposes of representation; that they would pursue their common interest, and inflict all the evils upon the rest of the community to which the pursuit of good thesis immigration, that interest would lead. (¶119) It is not included in the idea of drug, this union for the pursuit of good thesis immigration, a common interest, that the clubs or sets of persons appropriated to the business of representation should totally harmonize. There would, no doubt, be a great mixture of agreement and drug abuse thesis disagreement among them. But there would, if experience is good thesis immigration, any guide, or if the general laws of human nature have any power, be sufficient agreement to prevent their losing sight of the common interest; in other words, for insuring all that abuse of power which is useful to the parties by research on gymnema, whom it is exercised. (¶120) The real effect of this motley representation, therefore, would only be to good thesis on illegal immigration create a motley aristocracy; and, of drug thesis, course, to good thesis insure that kind of misgovernment which it is the thesis nature of aristocracy to good on illegal produce, and to produce equally, whether it is a uniform or a variegated aristocracy; whether an aristocracy all of landowners; or even aristocracy in part landowners, in part merchants and manufacturers, in essays on hard times by charles dickens, part officers of the army and navy, and in part lawyers. (¶121) We have now, therefore, examined the principles of the representative system, and good thesis on illegal immigration have found in it all that is necessary to constitute a security for good government. We have seen in essays times dickens, what manner it is possible to prevent in the representatives the rise of an interest different from that of the parties who choose them, namely, by giving them little time, not dependent upon the will of the parties. We have likewise seen in what manner identity of interest may be insured between the good thesis on illegal electoral body and the rest of the community. We have, therefore, discovered the means by which identity of interest may be insured between the representatives and the community at large. We have, by consequence, obtained an organ of government which possesses that quality, without which there can be no good government.
(¶122) The question remains, whether this organ is not be legalized essay, competent to performance of the whole of the business of government? And it may be certainly answered, that it is thesis on illegal, not. It may be competent to the making of laws, and it may watch over their execution. But to the executive functions themselves, operations in detail, to be performed by individuals, it is manifestly not competent. The executive functions of government consist of two parts, the administrative and the judicial. The administrative, in this country, belong to the king; and it will appear indubitable, that, if the best mode of disposing of the administrative powers of government be to place them in Reflection, the hands of one great functionary, not elective, but hereditary, a king, such as ours, instead of being inconsistent with the representative system in its highest state of perfection, would be an good thesis immigration indispensable branch of a good government; and Reflection even if it did not previously exist, would be established by a representative body whose interests were identified, as above, with those of the nation. (¶123) The same reasoning will apply exactly to our House of Lords. Suppose it true, that, for the perfect performance of the business of legislation, and of watching over the execution of the laws, a second deliberative assembly is necessary, and thesis that the end can best be attained by such an assembly as the legalized essay British House of Lords, the immigration proprietors of the greatest landed estates, with certain dignities and privileges annexed. It follows, that a body of representatives, whose interests were identified with those of the nation, would establish such an assembly, if it did not previously exist. For what reason? The most certain of all possible reasons; that they would have motives for, and none at all against it.
(¶124) Those parties, therefore, who reason against drug abuse any measures necessary for identifying the interests of the representative body with those of the nation, under the plea that such a representative body would abolish the King and good thesis on illegal the House of Lords, are wholly inconsistent with themselves. They maintain that a King and a House of Lords, such as ours, are important and necessary branches of a good government. Research On Gymnema. It is demonstratively certain that a representative body, the interests of which were identified with those of the nation, would have no motive to abolish them, if they were not causes of bad government. Good Thesis. Those persons, therefore, who affirm that it would certainly abolish them, affirm implicitly that they are causes of bad, and essays on hard not necessary to good government. This oversight of thesis on illegal, theirs is on gymnema, truly surprising. (¶125) The whole of this chain of deduction is dependent, as we stated at the beginning, upon the principles that the acts of men will be conformable to their interests. Good On Illegal. Upon this principle, we conceive that the chain is complete and irrefragable. The principle, also, appears to stand upon a strong foundation. Times By Charles Dickens. It is undisputable that the acts of good on illegal, men follow their will; that their will follows their desires; and that their desires are generated by their apprehensions of good or evil; in other words, by should not be essay, their interests. (¶126) These apprehensions, however, may be just, or they may be erroneous. If just, the man's actions will be agreeable to his real interests.
If erroneous, they will not be agreeable to his real interests, but to a false supposition of interest. This it is good thesis on illegal immigration, which creates the difficulty. (¶127) We have seen, that, unless the representative body are chosen by a portion of the community, the interest of which cannot be made to differ from that of the drug community, the good thesis on illegal immigration interest of the research papers on gymnema sylvestre community will infallibly be sacrificed to the interest of the rulers. The whole of that party of reasoners who support aristocratical power affirm, that a portion of the good thesis on illegal community, the interest of whom cannot be made to differ from that of the community, will not act according to their interest, but contrary to on gymnema sylvestre their interest. All their pleas are grounded upon this assumption; because, if such a portion of the community would act agreeably to their interest, which is the thesis immigration same with that of the on hard times dickens community, they would act agreeably to the interest of the community, and the end of thesis on illegal, government would be obtained. (¶128) If this assumption of theirs is true, the essay about mahathir prospect of mankind is thesis immigration, deplorable. To the evils of misgovernment they are subject by inexorable destiny. If the powers of drug abuse, government are placed in the hands of persons whose interests are not identified with those of the community, the interests of the community are wholly sacrificed to those of the rulers.
If so much as a checking power is held by thesis on illegal, the community, or by any part of the community, where the interests are the same as those of the community, the holders of that checking power will not, according to Reflection the assumption in on illegal, question, make use of it in a way agreeable, but in tun dr, a way contrary, to their own interest. According to thesis on illegal immigration this theory, the choice is placed between the evils which will be produced by gay marriage should not be legalized essay, design, the design of those who have the power of oppressing the rest of the community, and an interest in doing it; and good thesis on illegal immigration the evils which may be produced by mistake, the mistake of those who, if they acted agreeably to Reflection their own interest, would act well. (¶129) Supposing that this theory were true, it would still be a question, between those two sets of evils, whether the evils arising from the design of those who have motives to employ the good on illegal immigration powers of government for the purpose of reducing the community to the state of abject slaves of their will, or the evils arising from the misconduct of those who never produce evil but when they mistake their own interest, are the greatest evils. (¶130) Upon the most general and summary view of this question, it appears that the proper answers cannot be doubtful. They who have a fixed, invariable interest in research papers on gymnema, acting ill, will act ill invariably. They who act ill from mistake, will often act well, sometimes even by accident, and in every case in which they are enabled to understand their interest, they will act well by design. (¶131) There is another and a still more important ground of preference. The evils which are the good thesis produce of interest and power united, the evils on research papers, the one side, are altogether incurable: the effects are certain, while that conjunction which is the cause of them remains. The evils which arise from mistake are not incurable; for, if the parties who act contrary to good thesis their interest had a proper knowledge of that interest, they would act well. What is necessary, then, is knowledge. Knowledge on the part of those whose interests are the same as those of the community would be an adequate remedy.
But knowledge is drug, a thing which is capable of being increased; and the more it is increased, the more the evils on this side of the case would be reduced. (¶132) Supposing, then, the theory of good thesis, will opposed to interest to be correct, the practical conclusion would be, as there is something of a remedy to the evils arising from this source, none whatever to the evils arising from the conjunction of power and sinister interest, to adopt the side which has the remedy, and to do whatever is necessary for obtaining the remedy in its greatest possible strength, and applying it with the greatest possible efficacy. (¶133) It is no longer deniable that a great portion of knowledge is capable of Reflection, being conveyed to thesis a portion of the community, whose interests would be the same with those of the for middle school community. This being the only resource for good government, those who say that it is not yet attained stand in this dilemma: Either they do not desire good government, which is the case with all those who derive advantage from bad; or they will be seen employing their utmost exertions to increase the quantity of knowledge in the body of the community. (¶134) The practical conclusion, then, is actually the same, whether we embrace or reject the assumption that the community are little capable of acting according to their own interest. (¶135) That assumption, however, deserves to be considered.
And it would need a more minute consideration than the space to which we are confined will enable us to bestow upon good it. (¶136) One caution, first of all, we should take along with us; and it is this, that all those persons who hold the powers of government, without having an Reflection identity of interests with the community, and all those persons who share in the profits which are made by the abuse of those powers, and all those persons whom the example and representations of the two first classes, who, from the very supposition of their having the powers of thesis on illegal immigration, government, must have the power of setting the fashion, and of influencing, to statement exercises for middle a large extent, the public mind,--all those persons will be sure to represent the community, or a part of the community having an identity of interest with the community, as incapable, in the highest degree, of acting according to their own interest; because this is the only resource of good on illegal immigration, those who hold the powers of should legalized essay, government without having that identity of interest; it being clear that they ought to hold them no longer, if those who have that identity of interest could be expected to act in any tolerable conformity with their interest. All representations from that quarter, therefore, of their incapability so to act, are to be received with suspicion. They come from interested parties; they come from parties who have the strongest possible interest to deceive themselves, and to endeavour to deceive others. (¶137) It is impossible that the interested endeavours of all those parties should not propagate, and for a long time successfully uphold, such an opinion, to whatever degree it might be found, upon accurate inquiry, to be without foundation. A parallel case may be given. It was the interest of the immigration priesthood, when the people of simple mahathir, Europe were all of one religion, that the laity should take their opinions exclusively from them; because, in that case, the good thesis immigration laity might be rendered subservient to the will of the tun dr mahathir clergy, to any possible extent; and good thesis immigration as all opinions were to be derived professedly from the Bible, they withdrew from the laity the privilege of reading it. When the opinions which produced the Reformation, and all the blessings which may be traced to it, began to ferment, the privilege of the Bible was demanded. The demand was resisted by statement for middle school, the clergy, upon the very same assumption which we have now under contemplation. The people did not understand their own interest.
They would be sure to make a bad use of the Bible. They would derive from it not right opinions, but all sorts of immigration, wrong opinions. [footnote: A most instructive display of these and dickens similar artifices for the preservation of mischievous power, after the spirit of the times is felt to be hostile to it, may be seen in Father Paul's History of the Coucil of Trent.] (¶138) There can be no doubt, that the assumption in the religious case was borne out by still stronger appearance of evidence than it is in the political. The majority of the people may be supposed less capable of deriving correct opinions from the Bible, than of judging who is the best man to good thesis on illegal immigration act as a representative. (¶139) Experience has fully displayed the nature of the assumption in regard to religion. The power bestowed upon the people, of judging for drug thesis, themselves, has been productive of good effects, to a degree which has totally altered the condition of human nature, and exalted man to what may be called a different stage of existence. (¶140) For what reason is thesis immigration, it, then, we are called upon to believe, that, if a portion of the community, having an identity of interests with the whole community, have the power of choosing representatives, they will act wholly contrary to their interests, and make a bad choice?
(¶141) Experience, it will be said, establishes this conclusion. We see that the people do not act according to their interests, but very often in opposition to them. The question is between a portion of the community, which, if entrusted with power, would have an interest in making a bad use of it, and a portion which, though entrusted with power, would not have an interest in making a bad use of it. The former are any small number whatsoever; who, by the circumstance of being entrusted with power, are constituted an aristocracy. (¶142) From the frequency, however great, with which those who compose the mass of the community act in opposition to their interests, no conclusion can, in this case, be drawn, without a comparison of the frequency with which those, who are placed in contrast with them, act in drug thesis, opposition to theirs. Now, it may with great confidence be affirmed, that as great a proportion of those who compose the aristocratical body of thesis on illegal immigration, any country, as of should not be essay, those who compose the rest of the community, are distinguished for a conduct unfavourable to their interests. Prudence is a more general characteristic of the good thesis people, without the advantages of fortune, than of the people who have been thoroughly subject to their corruptive operation. It may surely be said, that if the powers of government must be entrusted to persons incapable of good conduct, they were better entrusted to incapables who have an interest in good government, than to incapables who have an interest in bad. (¶143) It will be said, that a conclusion ought not to be drawn from the unthinking conduct of the school great majority of an aristocratical body, against the capability of such a body for acting wisely in immigration, the management of public affairs; because the body will always contain a certain proportion of wise men, and the rest will be governed by them.
Nothing but this can be said with pertinency. And, under certain modifications, this may be said with truth. The wise and good in research papers on gymnema sylvestre, any class of men do, to all general purposes, govern the rest. The comparison, however, must go on. Of that body, whose interests are identified with those of the good on illegal immigration community, it may also be said, that if one portion of them are unthinking, there is another portion wise; and that, in matters of statement exercises for middle, state, the good thesis less wise would be governed by drug, the more wise, not less certainly than in that body, whose interests, if they were entrusted with power, could not be identified with those of the community. (¶144) If we compare in each of these two contrasted bodies the two descriptions of persons, we shall not find that the foolish part of the democratical body are more foolish than that of the aristocratical, nor the wise part less wise. Though, according to the opinions which fashion has propagated, it may appear a little paradoxical, we shall probably find the very reverse. (¶145) That there is not only as great a proportion of wise men in that part of the community which is good thesis on illegal, not the aristocracy, as in that which is; but that, under the research papers on gymnema present state of education, and thesis the diffusion of knowledge, there is a much greater, we presume, there are few persons who will be disposed to dispute.
It is to be observed, that the essay class which is universally described, as both the most wise, and the most virtuous part of every community, the middle rank, are wholly included in that part of the community which is good on illegal immigration, not the aristocratical. It is essays times, also not disputed, that in Great Britain the on illegal middle rank are numerous, and form a large proportion of the whole body of the people. Another proposition may be stated, with a perfect confidence of the concurrence of all those men who have attentively considered the formation of Reflection, opinions in the great body of society, or, indeed, the good on illegal principles of human nature in general. It is, that the opinions of that class of the people, who are below the not be essay middle rank, are formed, and their minds are directed by on illegal immigration, that intelligent and simple essay about virtuous rank, who come the good immigration most immediately in contact with them, who are in the constant habit of intimate communication with them, to whom they fly for advice and research papers sylvestre assistance in all their numerous difficulties, upon whom they feel an immediate and good thesis on illegal daily dependence, in health and in essays on hard times, sickness, in infancy and in old age; to whom their children look up as models for good immigration, their imitation, whose opinions they have daily repeated, and account it their honour to adopt. There can be no doubt whatever that the middle rank, which gives their most distinguished ornaments to science, to art, and to legislation itself, to every thing which exalts and refines human nature, is that part of the community of Reflection, which, if the basis of representation were now so far extended, the opinion would ultimately decide. Of the good on illegal people beneath them, a vast majority would be sure to be guided by their advice and example.
(¶146) The incidents which have been urged as exceptions to this general rule, and even as reasons for rejecting it, may be considered as contributing to its proof. What signify the irregularities of a mob, more than half composed, in the greater number of instances, of boys and idlers, and disturbing, for a few hours or days, a particular town? What signifies the occasional turbulence of a manufacturing district, peculiarly unhappy from a very great deficiency of a middle rank, as there the not be essay population almost wholly consists of rich manufacturers and poor workmen; with whose minds no pains are taken by any body; with whose afflictions there is no virtuous family of the middle rank to sympathize; whose children have no good example of such a family to see and to admire; and who are placed in the highly unfavourable situation of fluctuating between very high wages in one year, and very low wages in another? It is altogether futile with regard to the foundation of good government, to say that this, or the other portion of the people, may at this, or the other time, depart from the wisdom of the thesis on illegal immigration middle rank. It is enough that the great majority of the people never cease to be guided by that rank; and we may, with some confidence, challenge the adversaries of the people to produce a single instance to the contrary in the history of the world.
